Global Fight Against Terror Suffers Because of US Attitude

The treat given by an Al-Qa'ida member to blow up a US plane proves that the dangerous possibility of terrorist attacks is still threatening the country despite all efforts. This incident further exposes the US failure to curb terrorism within its territory even though it is leading the international campaign against terrorism.
Suitable Opportunity
It is true that there has been no major attack in the United States after the 9/11 incident. Yet, it cannot be denied that terrorists are looking for a suitable opportunity. They even try to strike occasionally. It is also clear now that terrorist organizations have started raising a terrorist army within the country itself. Apart from the United Kingdom and the United States, many terrorists who have been traced in the Western countries were brought up in these countries. Some of them have even undergone higher education. Only recently five US citizens of Pakistan origin were arrested near Lahore. They had come to receive training on terrorism.
The young man of Nigerian origin who was arrested for trying to blow up a Delta Airlines plane of the United States had received education in Britain. He is also connected with Al-Qa'ida. It is, therefore, quite evident that notwithstanding all restrictions imposed from time to time, terrorist organizations have managed to attract Muslim youths to the so-called crusade.
Frustrating Terrorist Ambitions
The United States cannot rest content just by claiming that it has succeeded in frustrating terrorist ambitions on its soil. In other parts of the world terrorism is spreading rather than being restricted. Barack Obama was expected to reconsider the US strategy on terrorism on assuming office. But this hope was soon belied. Barring a few positive statements the US administration is more or less following its old policy on terrorism.
There are enough reasons to believe that it is only assuring the protection of its own interests as far as the campaign launched by it against terrorism and described as "international", is concerned. As a result, minimum coordination among the different countries participating in this campaign is lacking.
Missing Target
This lacuna has made the task of terrorists earlier. Any big mistake can be made in such circumstances. It was by sheer luck that the terrorist of Nigerian origin Omar Farooq Abdul Multalat was seized just in time. He had managed to enter the United States in spite of being on its list of suspects. It is also a fact that Indian intelligence agencies have not been given the necessary information on David Headley who is believed to have been involved in the 26 November 2008, Mumbai attacks. India is even being made to wait for a sample of its voice. In this situation, how can it be assumed that the United Sates is actually willing to join other countries to fight terrorism?

Unethical US Feelings Exposed

At the moment, the Muslims are the victim of terrorism and are in a state of subjection. Muslim countries are being maligned. Some powers have made the principle that "first defame and then target". The bad luck of the Muslims is that they have no courage even to give verbal response to the United States. It seems clear that no effort was been made to arrest unarmed persons alive. 80 commandoes took part in the operation to arrest Osama and they did not face any resistance. There were arms with the people in the Osama's house Osama, but he was killed despite the fact that not a single bullet was fired on the American Commandos. The suspects were arrested alive and case filed against them in a transparent manner in a society, which claims to be civilized and where the law is strictly followed.

2. To occupy natural resources including gas, oil and uranium of these countries.
3. To prevent any other country to become a super power.
4. Continuous battle-field training of American forces.
5. To continue production of arms manufacturing factories of the United States.
Prof Chomsky says it has been claimed that Al-Qa'ida carried out 9/11 attacks but there is no concrete evidence of it. The major evidence which was described as Barack Obama's that they carried out them. Such statements and claims for their so-called successes do not have any legal status.
Prof Chomsky states, the United States is unhappy with Pakistan as it had been providing shelter to Osama for five years; but ironically America is not embarrassed over violation of Pakistani borders. The United States sent its troops inside a sovereign country which is itself a big crime and it has provoked anti-US sentiments in Pakistan. Are Pakistan, Iran Next US Targets?

Possibly Pakistan is going to be the next battle ground of the United States. It is not surprising at all, especially if we take into considerations the war mongering attitudes of the US leaderships and provocative design of the Zionist Israel. In September 2001, Colin Powell called on then Pakistani President General (retired) Pervez Musharraf to take part in the US-sponsored war against international terrorism. But moving one step forward, Powell's assistant Richard Armitage warned Musharraf of severe consequences if Islamabad does not comply with US request. He warned Musharraf that if he remains away from taking part in the war, Pakistan would be sent to the 'stone age' by bombing indiscriminately. Musharraf finally enlisted the name of his country to the list of participants to the war against terrorism under the US leadership only to save Pakistan and considering the world situation created following 9/11 terrorists' attacks.
US-Led War on Terror
In the last one decade, the Pakistani military rulers provided uninterrupted support and soldiery to fulfill its commitment given to the US authorities. However, Pakistan need not had to face the terrible destructions like that of Afghanistan. Osama Bin Laden Killed: Future Prospects

The world was shocked when United States President Barack Obama announced that Al-Qa'ida's top leader Osama Bin Laden was killed. Al-Qa'ida's leader who was born in Saudi Arabia and lived in hiding was reported to be killed in a special operation by the Unites States military at a house in Abbotabad near Islamabad, Pakistan.
News of Bin Laden's death was greatly welcomed by the United States and its allies. Such reaction may be different from those who sympathize with Bin Laden's cause.
Believed To Be Mastermind Behind 9/11
Bin Laden is believed to be the mastermind behind the 9/11 attacks against the United States that lead to Wshington's invasion of Afghanistan as the Taliban regime was beleived to be sheltering the Al-Qa'ida leader.
For a long time the United States lead the operation to hunt for Bin Laden but failed to track him down. If it is true that Bin Laden was successfully killed, would his death be enough to bring back peace to the world?
World Reactions
The entire world media turned their attention to the news of the death of Usama Bin Laden after it was announced by US President Barack Obama. British Prime Minister David Cameroon said that the death of Usama would bring peace in the entire world. Former US President George W. Bush said that justice was done by the death of Bin Laden.
Former US President Bill Clinton said that the death of Bin Laden was news of peace and security for the entire world. Malaysian Prime Minister Najib Razak is hopeful that the death of Bin Laden will bring about a more peaceful, safe and just world.
People's Expectations
Similarly, Muslims are also hopeful that a world free of terrorism will become a reality. Most important of all, as stated by many people across the world, is that Bin Laden's death will help restore the good name of Islam that was tainted by the negative image brought on by the al-Qa'idah leader. Since the September 11 tragedy we have witnessed violence and suicide bomb attacks at tourist attractions in the West that have become targets for Al-Qa'ida.
Each time violence is carried out by loyal followers of Bin Laden, the name of Islam is tarnished. Islam is viewed as a religion that endorses violence, despite the fact that it does not.
Future Prospects
Although reports have said that Bin Laden is dead, his absence is no guarantee that terrorism has ended. Peace and destruction of this world is not in the hands of Bin Laden whom was made a scapegoat during the era of former United States President George W. Bush.
This is the greatest concern of all. Will the world witness peace, or a new series of terror attacks as part of a retaliation from supporters of Bin Laden and Al-Qa'ida? We have seen many times that the use of military action to counter the threat posed by terrorists have failed to reduce activities related to terrorism.
We have to look at the root cause of terrorism from various surrounding aspects such as injustice, poverty, and economic disparity.
Nevertheless all parties should remain calm in the wake of Bin Laden's death. This is the time for the global community to erase their misperception and misunderstanding toward Islam and terrorism. The world must stand united against terrorism.

King Shah Fahad of the richest country of Muslim world, Saudi Arabia, and the server of Harmein Shareefen (sacred house) has joined the group of countries known for their political and military aggression; the ring leader of this group is the United States. It is a well known fact about Saudi Arabia that like Israel is the Muslim world, Saudi Arabia is a bastard child of the United States. Saudi Arabia has never opposed US persecutions. Not to talk about raising voice against morbid US policies of intervention in Palestine and Iraq, it rather supports US despots and provided its land for making their military basis. That is why when the Saudi Army entered Bahrain to repress the protestors, the United States praised this action and to deceive the world, termed the military entrance non-military entrance.
Real Causes of Concern
The pro-Muanmmar Gaddafi Army is killing its countrymen; in Yemen, dictators with the help of Arab despots are repressing the protestors and in Bahrain, the alliance under the patronage of Saudi Arabia, is carrying out carnage of Bahrain's people to protect Israel and despots.
The United States looks for its interests everywhere. The United States supports its stooges until the time the public does not revolt against them. The United States supported Shah of Iran until there were no revolts and supported Saudi Arabia for providing the Holy land to establish, unholy, and repulsive US bases. During the Iraq invasion, the United States used these bases. According to the analytical report of the Guardian, Bahrain and Yemen are the real causes of concern for Saudi Arabia.
In Yemen, Shiites are in majority, same as in Bahrain. Thirty percent population of oil-rich district consists of Shiites, who are committed to do away something. Its proof is the recent firing, killing five Shi'ite protestors.
Activating Religious Machinery
Saudi Arabia always used religion as a shield. The entire world knows its aversion and hatred against Shi'ites. Bahrain and Yemen are Shiite-dominated and Iran's influence over there is quite obvious. This is the real worry of Saudi Arabia. To deal with this situation, the Saudi Government has activated its religious machinery. All the imams of Wahabi and Ahle-Hadees mosques have been sounded to spread propaganda that if Shiites became powerful, they will get hold of the sacred house. Instructions have been given by the Saudi Government to actuate Muslims around the world against Shiites and ensuring Muslims that the Saudi Government is the Islamic government, the opposition of which is un-Islamic.
Western analysts say Saudi Arabia will leave no stone unturned in repressing the revolts of Yemen and Bahrain. Military action by Arab had been prognosticated, which has come true. On contrary, it is anticipated that Saudi Arabia's wrong action will throw it in such a quagmire that coming out of which will not be easier for it.
The history of revolution witness that revolutions do not die, they simply subside for the time being. This action of Saudi Arabia will invite enmity of the people of the two countries and revolutionaries will in turn begin their activities in Saudi Arabia also, where the land is fertile for such activities.
US Motive and Interests
In addition to 30 percent Shiite population, Al-Qa'ida is also present there. The question is that one despot is repressing the other despot just because of the old enmity of Saudi Wahabis against Shiites. Under the patronage of Saudi Arabia, the Gulf Council has always protected the so-called US democracy, in response to which the United States has been pronouncing the Arab despots as justified. One of the biggest US interest is the interest of Israel. The motive of stopping Bahrain's protests is to protect Israel.


The Shiite democratic establishment of Yemen and Bahrain will mean death for Israel. Iran and Hezbollah have announced their opposition to Israel and no Shiite state can remain away from Iran. Shiites are more deadly to Israel than Palestinian crusaders. The United States opposes nuclear Iran as t he same would be a danger to Israel, hence the United States is engaged in false propaganda that nuclear Iran will be a Shiite nuclear bomb against Arabs and Saudi Arabia is the US partner in this malicious propaganda.

Strain in US-Pakistan Relations Over Diplomat Issue

There has never been such a great strain in US-Pakistan relations as it is now. Though Pakistani people have vent their ire against the United States on several occasions earlier, all governments in that country continued to wag their tail to the United States. That is why the United States never felt the need either to threaten Islamabad, or initiate any diplomatic action against it.

For once, however, because of a US citizen Raymond Davis, the United States appears to be greatly annoyed. This occurred on 27 January when he shot two Pakistanis dead in Lahore. He maintains that the two Pakistanis were following him on a bike, and wanted to waylay him by threatening him with a gun. Therefore, he fired upon them in self-defence. The American was arrested. The car belonging to the US Embassy speeded up and killed another Pakistani in an attempt to save him. This led to a hue and cry in the country, and slogans like "Death to the Killers" began to be raised. The widow of one of the persons killed committed suicide. This incident added fuel to the fire.

Firefighting Operations
The US Embassy commenced firefighting operations. For the first couple of days, it did not divulge the name of its citizen, implying that he is not a regular diplomat and could be a spy. Names of spies are kept secret. Fake names are also given to them. After his arrest, the American was produced before a Lahore court. If he was not a diplomat, his prosecution in the Lahore court was justified fully.

Yet, no sooner than the United States awoke from slumber, it began to raise the bogey that the American was no ordinary employee in the Embassy, but held the status of a diplomat, implying that his arrest was violative of the international convention. True that foreign diplomats enjoy immunity all over the world. All countries are signatories to the Vienna Convention in this regard. Yet, former Pakistani Foreign Minister Shah Mehmood Qureshi became adamant. Records in his ministry checked whether the American is a diplomat, and whether he enjoys such immunity. He found that the American was no diplomat and cannot be granted any immunity, and can be proceeded against in a court of law in the country. Because of this, Qureshi had to lose the foreign minister's post.

US Economic Aid
Qureshi used to claim to be very close to US Secretary of State Hillary Clinton. Yet, last week, Hillary did not even exchanged any pleasantly with him at Munich, though she did talk to Pakistan Army chief General Ashfaq Pervez Kayani who was sitting beside Qureshi. Truly, if the master gets annoyed, how can an employee continue to be in employment? In fact, Qureshi was under the misconception that Pakistan is a sovereign country, and he the foreign minister of that country.

The American continue to be in custody, the United States has taken to twisting Pakistan's arm. A delegation of US Congressmen has categorically told President Asif Ali Zardari that if it fails to release the American, Pakistan may have to lose the annual US aid of $1.5 billion. The US Department of State has boycotted the Pakistani Embassy in Washington. As if it was not enough, the tripartite meeting between the United States, Afghanistan, and Pakistan, scheduled to be held in February, has been postponed. The meeting was to be attended by President Barack Obama, Hamid Karzai and Asif Ali Zardari. The United States has never before adopted such a strong stance against Pakistan. In fact, the US media has highlighted the issue more than it deserved. US citizens are wondering how the very same country that eats out of the crumbs fallen from their table can commit such a blunder.

Anti-US Wave
Meanwhile, the anti-US wave among the masses in Pakistan was already at its peak. All Islamic elements have now begun to talk louder, and are asking why the Zardari government is tolerating the unwarranted US attitude. They wonder if a Pakistani employee had killed two or three Americans in New York, would Americans spare him? Had that person been a Pakistani diplomat, he would not have been spared even then. In 1997, an American girl was crushed under the wheels of the car of Georgia's Deputy Ambassador. The US administration got his diplomatic status withdrawn, and was arrested. The US administration can go to any length to get the American released.

On the US dispute, the Zardari government appears to be on the horns of a dilemma. On one side is its bread earner and on the other are Pakistani voters. The government is caught in a vice grip. The government is passing the buck to Qureshi. It is, however, to difficult to come out of this blind alley. If the court is presented with evidence that the American is a diplomat, it would release him and the Zardari government would be saved.

Withdrawal of US Troops From Afghanistan
Should the issue get prolonged, it would not only escalate tension between the United States and Pakistan, but may also adversely affect India-Pakistan relations, and even the situation in Afghanistan. India-Pakistan dialogue has been resumed under the US pressure. How ridiculous would it be for India to continue to talk to Pakistan, but the United States continues to shun Pakistan? At the same time, all schemes for withdrawal of US troops from Afghanistan may fall into doldrums.

The sympathies of Pakistani people toward Taliban and Al-Qa'ida would continue to increase, and whatever popularity the Zardari government has may vanish. US policymakers would have to weigh what is more important -- its own interests or the special rights of a mere employee? If the United States so desires, it can use Pakistani courts so cunningly and craftily that the desired target is achieved without causing harm to anyone. US-Pakistan tension is not in favor of any country.

US Unveils New National Security Doctrine

The United States has unveiled a new national security doctrine that would join diplomatic engagement and economic discipline with military power to bolster America's standing in the world. Striking a contrast to the George W. Bush-era emphasis on going it alone, US President Barack Obama's strategy called for expanding partnerships beyond traditional US allies to rising powers like China and India in order to share the international burden.

Economy and Record Deficits
Faced with a struggling economy and record deficits, the administration also acknowledged that boosting economic growth and getting the US fiscal house in order must be core national security priorities. 'At the center of our efforts is a commitment to renew our economy, which serves as the wellspring of the US power,' the wide-ranging policy statement said.

Obama's first official declaration of national security goals, because of be released in full, pointedly omitted predecessor Bush's policy of pre-emptive war that alienated some US allies.

Laying out a vision for keeping the United States safe as it fights wars in Afghanistan and Iraq, the document formalized Obama's intent to emphasize multilateral diplomacy over military might as he tries to reshape the world order. The administration even reiterated Obama's determination to try to engage with 'hostile nations,' but warned Iran and the Democratic People's Republic of Korea (DPRK) it possessed 'multiple means' to isolate them if they ignored international norms.

The National Security Strategy, required by law of every president, is often a dry reaffirmation of existing positions but is considered important because it can influence budgets and legislation and is closely watched internationally.

Obama, who took office faced with the worst financial crisis since the 1930s, took a clearer stand than any of his predecessors in drawing the link between the US economic health at home and its stature overseas. 'We must renew the foundation of the US strength,' the document said, asserting that the sustained economic growth hinges on putting the country on a 'fiscally sustainable path' and also urging reduced dependence on foreign oil sources.

Lacking UN Authorization
Secretary of State Hillary Clinton said the United States' fiscal problems presented a long-term threat to its diplomatic clout. She said: 'We cannot sustain this level of deficit financing and debt without losing our influence, without being constrained about the tough decisions we have to make,' she said in a speech at the Brookings Institution in Washington.'

Bush used his first policy statement in 2002 to stake out the right to unilateral and pre-emptive military action against countries and terrorist groups deemed threats to the United States in the aftermath of the 9/11 attacks. Obama's plan implicitly distanced his administration from what became known as the Bush Doctrine and underpinned the 2003 US-led invasion of Iraq, which lacked UN authorization.

While renewing previous presidents' commitment to preserve US conventional military superiority, the doctrine laid out put an official stamp on Obama's break from what Bush's critics called 'cowboy diplomacy.' 'We need to be clear-eyed about the strengths and shortcomings of international institutions,' the document said. But it said Washington did not have the option to 'walk away.'

'Instead, we must focus the US engagement on strengthening international institutions and galvanizing the collective action that can serve common interests such as combating violent extremism, stopping the spread of nuclear weapons and securing nuclear materials, achieving balanced and sustainable economic growth, and forging cooperative solutions to the threat of climate change.'

Nuclear Standoffs
Obama's insistence the United States cannot act alone in the world was also a message to cur rent and emerging powers. Obama already has been widely credited with improving the tone of US foreign policy but still is struggling with two unfinished wars, nuclear standoffs with Iran and North Korea and sluggish Middle East peace efforts.

Critics say some of his efforts at diplomatic outreach show US weakness, and they question whether he jeopardizes the US interests by relying too heavily on 'soft power.'

Curbing Home-Grown Terrorism
Obama's strategy repeated his goal to 'disrupt, dismantle, and defeat' Al-Qa'ida but insisted that in the process the United States must uphold and promote human rights. It also rejected torture as a tool of US national security.

Obama has reached out to the Muslim world, where the US image under Bush was hurt by the Iraq war, the Abu Ghraib prisoner abuse scandal and his use of phrases like 'war on terror' and 'Islamo-fascism.'

Curbing the threat of 'home-grown' terrorism was also listed as a top priority. This comes in the aftermath of the failed Christmas Day bombing of a US airliner and the botched Times Square car bombing attempt earlier this month.

Afghan War Will Blast US, Europe From Within

Hillary Clinton is the secretary of state of the United States. During the last US elections, she tried her best to be nominated presidential candidate from the platform of Democratic Party; however, she did not succeed. Incumbent President Obama was declared to be the most suitable candidate for the election of the president and he also won the election. The lobbies that wanted to see Hillary elected as president adopted another way in order to avoid disappearing from US political scene. They devised several plans and finally Hillary was nominated for the position of secretary of state. These lobbies succeeded here and Hillary was appointed secretary of state.

Hillary Clinton is wife of former President Bill Clinton. Bill Clinton was a Democrat president. Even during that time, Hillary was politically very active. Her husband had his own view about the global issues. He did his level best to change the political landscape of South Asia; however, he did not succeed. Practically, he was influenced by the Indian lobby. Hillary's mindset forces her to bend toward India. She appears to be very close to the think tanks who look upon the joint and individual influence of China and Pakistan as a major obstacle in the way of long-term US policy and consider India to be the most important power of this region or want to give India that status, which is nothing but a figment of their imagination.
Taliban and Al-Qa'ida Leadership
Very recently, Hillary Clinton gave a very harsh statement against Pakistan. In this statement, she said some of the people in Pakistani Government know about the whereabouts of leadership of Afghan Taliban and Al-Qa'ida. She threatened that if Pakistan continued to be negligent toward this matter, the United States, itself, will strike in Pakistani areas. This statement of hers induced a strong reaction in Pakistan. The Senate, too, approved a resolution against it.

The United States is the only superpower at this time. There is no second power in the world that could defy any of the steps it takes on international level. Therefore, the US political attitudes have changed. Ever since the era of former President Ronald Reagan, the US administrations started to change their attitude in global politics and the principle of waging war for the sake of preventing war was introduced. It became the foundation of Reagan Doctrine later. The strategy of war proved successful against Russian expansion. Pakistan, during the era of President Ziaul Haq, played a key role in the success of this strategy. Russia suffered defeat in Afghanistan. Not only was Russia defeated but the Russian communist empire was also shattered to pieces. Former President Bush and the presidents elected after him continued the policy of might is right.
Withdrawal of Forces From Iraq and Afghanistan
The American nation is sick of the aftermath of this strategy of war. They elected Obama as their new president. Obama had raised the slogan of change. However, the change for which the American people had elected Obama president never came about. President Obama, who had promised to withdraw forces from Iraq and Afghanistan, did not fulfill his promise. On the contrary, despite the public pressure, he decided to commit fresh troops to Afghanistan. He had taken this decision under the pressure of Pentagon, Department of State and Zionist lobbies. However, it did not bear any positive fruit. The major operation which was launched in Helmand, after the arrival of these troops, failed.
When President Obama became president, the same lobbies that had clutched George Bush, Bill Clinton and George W Bush, closed in on him. The United States had accused Iraq of possessing destructive weapons and developing weapons of mass destruction and said that these weapons were a threat to the neighboring countries, which are friends of the United States. It did not remain a secret any longer that this accusation was false and baseless. Intoxicated by power, the United States ripped through Iraq and proved that might is all right. In Europe, the United States destroyed Czechoslovakia because it was the only communist government left. It wanted to do the same to Afghanistan. However, here they failed.

In Afghanistan, the United States went even further than the principle of waging war for the sake of preventing war. In this case, the United States went on a war as a precautionary measure. The American and Israeli Jews call it right to preventive war. They used the same technique in Afghanistan. They thought that if the Taliban, who claim to have formed an Islamic government, succeeded here, the entire American and European civilization would be jeopardized.
Atrocities Against Sikhs
The Sikhs are very lighthearted and they enjoy jokes. They like to tell and listen to the jokes about themselves. They do not mind it the slightest bit. One of their jokes is very famous. There were several villages of Sikhs spread around at small distances at a place. The Sikhs of one village thought that they should cultivate sugar cane, as it earns a lot of profit. A wise Sikh said: although, it is something very profitable but if the people of the neighboring village chewed all sugar cane, we will suffer huge loss. Then, with mutual consultation, they decided to teach the neighbors a lesson. Therefore, they raised the slogan of Sat Sri Akal (victory belongs to them who recite the name of God with true heart) and invaded the neighboring village and annihilated everything. The villagers asked the invaders: brothers, what was our fault that you inflicted this misery upon us? The invaders brandished their clubs and said: "Chew more sugar canes!"
The United States have been doing since 1981 what the Sikhs did here. The invasion of Afghanistan had a similar reason; and now the United States is thinking the same about Iran. However, it cannot do the same to Iran; nor can it drive Pakistan with this whip because the US and Pakistani military leaderships are in harmony.
Pakistan-US Ties
In this statement, Hillary said: "The relations between Pakistan and the United States have improved. Pakistan's efforts against terrorism are appreciable." It appears that Hillary issued this comparatively soft statement under the pressure of US military leadership. Thus, the differences between US military and civil leaderships have started to become visible.

Unless President Obama gets rid of his present advisors, he will not succeed in establishing peace and the Afghan war will blast the United States and Europe from within.

Crisis in Thailand Could Jeopardize Regional Stability

The latest political crisis in Thailand in these few days has plunged into a worse state since its eruption in April. The figure of casualties has reached 35 in the past four days of clashes and is expected to increase if the military is given the green light to attack the fortress of the pro-former Prime Minister Thaksin Shinawatra Red Shirts.

Abhisit Vejjajiva administration should give due attention and immediately resolve the bloodshed conflict. If the conflict prolongs, there will be a huge potential or tendency towards a more severe conflict.

Current Turbulent Situation
In fact, some predict that a civil war may erupt in Thailand if the crisis is not resolved immediately. We have seen traces toward that direction when the government spokeperson Panitan Watanayagorn said the authorities would continue to attack the Red Shirts' fortress because the military wanted to crush the 'armed terrorists' among the Red Shirts. Like the conflict took place about 1,000 km away, which involved the Malays in the provinces of southern Thailand since 2004, it is said that some 'third party' has taken advantage of the current turbulent situation in Bangkok as well.

If this happens, Thailand is certainly on the verge of a civil war as predicted by security and strategic experts lately. Therefore, Abhisit should utilize all the strengths and wisdom to immediately restore the situation and bring Bangkok back to order and economic activities as it used to be. If Abhisit fails to restore the situation, it will expose his administration to new opposition from the business community who have been badly affected for almost two months already.

Political Stability and Economic Strength
Bangkok is the center of administration, tourism and trade, as well as the main entrance and exit for Thailand to connect with the outside world. Thailand is also one of the main cities in Association of South East Asian Nations (ASEAN). The domestic conflict may also undermine the performance and image of the organization of Southeast Asian countries in the eyes of the international community. ASEAN has a bigger goal to create a developed and prosperous community, and in turn become an active economic player on the global stage.

All these will be influenced by political stability and economic strength of every member states. Assuming a civil war erupts in Thailand, it will increase the burden to the current government which has not managed to bring the conflict in the southern region of the country to an end yet. When this happens, it is worried that foreign countries or superpowers which have their interest in this region may have concrete reasons to interfere into the country. If this happens, Southeast Asia, a region declared as independent and neutral, may eventually be forced to accept interference of foreign powers which purportedly want to restore political stability and peace in this region.

Command of Foreign Power
The concern about 'third party' taking advantage of the situation in Bangkok is well-founded, especially if the group is linked with the label of 'Islamic extremists' or Al-Qa'ida. This will instantly beckon certain foreign power to 'help' eradicate the group and this will become the starting point when Southeast Asia will no longer be a peace, independent and neutral region.
It will instead become a region that is forced to follow the command of foreign power forever.

Afghan President Pays Official Visit to India

Hamid Karzai, President of the Islamic Republic of Afghanistan paid an official visit to India on 26 April at the invitation of Indian Prime Minister Dr Manmohan Singh. During his stay, President Karzai met President Pratibha Patil, and held discussions with the prime minister.
This was President Karzai's first visit to India after his reelection as the Afghan President in 2009. The visit marked the continuation of high level exchanges between the two countries, and was a manifestation of the tradition of regular consultations between India and Afghanistan.

Joint Statement
During the discussions between President Karzai and Prime Minister Singh issued a joint statement. According to it, the two sides reiterated their commitment to the strategic partnership between the two countries, and expressed satisfaction at the progress in their relations. They noted that these relations were rooted in historical and civilization links, and served not only the interests and welfare of the two countries, but also contributed to peace, stability and prosperity in the region.

Prime Minister Singh stated that India desired to see a strong, stable and prosperous Afghanistan, at peace. India remained committed to assisting Afghanistan in its development efforts in accordance with the wishes and priorities of the people of Afghanistan. India's development partnership is focused on areas of infrastructure development, human resource development and capacity building, food assistance and small development projects that bring immediate benefit to the people at the grass-roots level. The two leaders, in particular, took note of the Zaranj-Delaram road project, the Pul-e-Kumri to Kabul transmission line project and scholarship programs, which had brought direct benefit to the Afghan people. They welcomed the progress being made in the construction of the building for the Afghan Parliament. President Karzai expressed appreciation for India's assistance to the reconstruction and development efforts of the government and people of Afghanistan.

President Karzai outlined to Prime Minister Singh recent developments with regard to Afghanistan. Prime Minister Singh lauded the progress that had been made in national reconstruction efforts under President Karzai and the sacrifices made by the people of Afghanistan in their quest for building a democratic and peaceful society.

Karzai and Singh leaders reiterated their conviction that the national rebuilding process in Afghanistan should be led by the people of Afghanistan in keeping with the principles of national sovereignty, independence and non-interference in internal affairs. They expressed their grave concern over the threat posed by terrorism to Afghanistan's national development efforts. They expressed their determination to work with the international community to combat the forces of terrorism which pose a particular threat to the region.

President Karzai conveyed his outrage and deep condolences over the terrorist attacks on Indian nationals in Afghanistan, and assured the Indian side that the Government of Afghanistan is committed to providing full security to them. The Indian side welcomed these assurances. The two leaders expressed their intention to continue to consult each other with a view to consolidating their partnership and contributing to peace and stability in the region.

Development Partnership
Extending support for a strong, peaceful and democratic Afghanistan led by the Afghan people, India has said that it was ready to 'augment' civil assistance to Kabul. Karzai and the Indian prime minister reviewed the 'development partnership' and also discussed the issue of terrorism.

Singh expressed his 'deep admiration' for Karzai's 'courageous leadership in difficult times' and conveyed that India was 'ready to augment its assistance for capacity building and for skill and human resources development to help strengthen public institutions in Afghanistan. It asserted said Singh's remark reflected New Delhi's 'reluctance' to take up any new 'mega project' in Afghanistan and indicated that its role in reconstruction of the conflict-ridden country would -- at least for the time being -- be limited to giving scholarships to Afghan students to study in India; helping in skill-development of employees of the Afghan government in addition to providing vocational training to workers in private sector.

India was 'unlikely' to take up any new infrastructure project in Afghanistan.

Taliban and Al-Qa'ida Factors
India has been recalibrating its role in Afghanistan in the wake of the 26 February terrorist attack in which seven Indians were killed in Kabul. The attack came amid an aggressive diplomatic campaign by Pakistan against Indian role in Afghanistan. Indians have been among the targets of terrorists in Afghanistan in 2008 and 2009.

Interestingly, while no reference to Taliban was observed in any of the remarks made by Singh, an Indo-Asian News Service report on 26 April said that the Indian prime minister conveyed concerns to Karzai over plan to hold talks with the 'so-called moderate Taliban' in Afghanistan.
Speaking after the talks, Karzai also said the two leaders had 'discussed the upcoming Afghanistan Peace Consultations which should comprise people of Afghanistan, those from all walks of life to advise on how to move forward for reintegration and reconciliation of those elements of Taliban and others who have accepted the Constitution or not part of Al-Qa'ida or any terrorist network

General Kayani's Washington Visit and US-Pak Cooperation

At present, the entire Pakistan is under the threat of terrorism, which appears to be without end. However, far way from this bloodshed, some decisions are being taken in Washington and the GHQ (General Headquarters) in Rawalpindi that will determine the future of Pakistan in the days to come.

In pursuit of its political objectives, the United States is attempting to devise a broader strategy for the war against terror under which the Pakistani military will get the opportunity to play the leading role. The main goal of this strategy is to bring down the Taliban and Al-Qa'ida and also to eliminate the Pakistani groups associated with this network. The primary focus of this strategy is to isolate Taliban's supreme commander Mullah Omar in order to force him to negotiate with the United States and pave the way for the US withdrawal.

Pakistan will hold a key position in this whole planning and the last month's arrest of Mullah Omar's deputy Mullah Beradar is part of the same planning. The Pakistani military will play a central role in this whole plan, and General Ashfaq Pervez Kayani's visit to the United States was meant for the same purpose. That is why General Kayani, the Pakistan Army chief, is the main focus of the US attention.

56-Page Document
The main point of the strategic dialogue between the United States and Pakistan held in Washington was to guarantee Pakistan's role in the Afghan conflict and take decisions to eradicate the terrorism network. It has become clear after this dialogue that the United States wants to withdraw from Afghanistan and it requires Pakistan's assistance in this regard.

Pakistan was aware of what did the United States want. Therefore, a 56-page document was prepared after consultation with the military officials, which talked about what Pakistan wants from the United States and the concerns that are prevalent in Pakistan with reference to the United States. This document was handed over to the United States before the strategic dialogue. Pakistan mentioned the sacrifices, which it has given in the war against terror and also put forward its demands before the United States.

These demands include the transfer of nuclear technology from the United States to Pakistan, acknowledgment of Pakistan's status of a Muslim nuclear power, Pakistan's involvement in talks regarding the future of Afghanistan and the US funding for water projects to resolve the power crisis in Pakistan. In addition to these, issues like additional aid for Pakistan under the coalition support fund, release of blocked funds, supply of drone technology to Pakistan, pressure on India to resolve the Kashmir issue, and the US intrusion in the matter concerning blockage of Pakistani water were also talked about in this 56-page document.

Resolving Disputes With India
Pakistan demanded of the United States to supply gunship helicopters, spy planes, and other warfare equipment to be used in fight against the Taliban and requested for increased cooperation between the intelligence agencies of the two countries. In addition to this, concerns were raised over India's military preparation and procurement of weapons from the United States. Pakistan also requested Washington to play a direct role in restoring the peace process between India and Pakistan that has been brought to a standstill after the Mumbai attacks in November 2008.

The main point of this document was to ensure Pakistan's safety on the eastern borders. It has further stated with regard to issues that Pakistan's strategic interests will continue to clash with the US strategic interests in the region, and Pakistan will only be able to take limited action against the Taliban until Pakistan's safety is guaranteed on its eastern borders.

This document has left the US officials in jeopardy. The document was debated in the US Department of State and it was decided where to favor Pakistan and where not to. Foreign Minister Shah Mahmood Qureshi led the delegation consisting of Defense Minister Chaudhry Ahmed Mukhtar, General Ashfaq Pervez Kayani, chief of the Army staff, senior advisers and secretaries of different ministries. However, the US delegation consisted of Defense Secretary Robert Gates, Admiral Mike Mullen, chairman of the Joint Chiefs of Staff, US Secretary of State Hillary Clinton, and other high-ranking officials.

These negotiations took place in a pleasant atmosphere. The United States accepted most of Pakistan's demands. However, the United States refused to accept some, for instance, it refused to play a role in resolving the water dispute with India, and said that this dispute between the two countries was 50-year-old. The United States has accepted Pakistan's demand to ensure that the Pakistani products have access to the US markets. The US ambassador to Islamabad has also ruled out the possibility of civil nuclear agreement with Pakistan, which shows that the United States is not providing civil nuclear technology to Pakistan.

Pakistan's Security Needs
The biggest achievement of this dialogue is the assurance given to the military leadership by the US officials that the United States will fulfill its vows regarding Pakistan's security needs, and will provide latest equipment as well as drone technology to Pakistan. This assurance was given during General Kayani's meeting with Robert Gates and Admiral Mike Mullen.

According to a statement issued by the Pentagon, bilateral defense issues were the main focus of General Kayani's meeting with Robert Gates and Mike Mullen. The US defense secretary assured General Kayani that the United States will fulfill Pakistan's security requirements in the war against terror on urgent basis, ensure that drone technology and modern equipment and weapons are provided to Pakistan, and all promises are fulfilled. General Kayani talked about the needs of the Pakistani security forces, regional security and stability, new US Afghan policy, and outcome of the Helmand Operation to this point during this meeting with Robert Gates.

US Withdrawal From Afghanistan
According to a senior US military official, who was part of the recent meetings with General Kayani and other Pakistani officials, Pakistan knows that there is not much time left for the United States to directly assist Islamabad. He claimed that General Kayani focused all of his attention on establishing cooperation between the Pakistani and Afghan Governments at a time when the United States is reducing the number of troops and investment in Afghanistan. Most importantly, India has rejected the idea of any third-party mediation in the decade-old disputes between India and Pakistan.

It will not be wrong to declare these negotiations as a success for Pakistan. The United States is currently in a weak position and hence it is possible to make it accept some other demands as well. The United States should pay a price for withdrawal from Afghanistan. Perhaps this is the reason why attempts are being made by the United States to make General Kayani the most powerful personality in Pakistan's military history, so that he can improve the political situation in Pakistan without doing any harm to the present democratic system.

US Objectives
The US objectives are behind this whole planning and since Pakistan's military has to play the most important role in this whole planning, attempts are being made to improve and strengthen relations with the military.

Even the extremist groups are not unaware of this planning and they are preparing to play the final round of their fight. The biggest target of the extremists is the Pakistani military and that is why there has been a rise in attacks on the military. The Pakistani military also knows that the next face of the Afghan war will not be short of resistance. Let's see who will play the cards right in this game.

IBSA, BRIC Summits Call For Cooperation Between Nations

India on 15 April joined Russia, Brazil, China and South Africa in holding back-to-back summits of IBSA (India-Brazil-South Africa) and BRIC (Brazil-Russia-India-China) that underscore a shared quest for greater collective influence within the changing geometry of the international system.

Building Strong Moral Force
The two groupings -- of which Brazil and India are common members -- were originally meant to meet here over two days in the rising powers' answer to the G7 platform of top industrialized countries. But with China's President Hu Jintao cutting short his visit because of an earthquake in Qinghai, the IBSA forum and the BRIC group both met within hours of each other on April 15.

Calling IBSA "a strong moral force in today's unsettled world," Prime Minister Manmohan Singh, who arrived here from Washington on 14 April, said the significance of the grouping extended well beyond the bilateral ties between its three members. Among the areas he identified for coordination within IBSA were greater access to developed markets, reform of the United Nations, climate change and terrorism. Brazil was represented at the summit by President Lula da Silva and South Africa by President Jacob Zuma.

Iran's Nuclear Issue
The IBSA nations further advocated a peaceful and negotiated solution to Iran's controversial nuclear programme and asked Tehran to fully cooperate with the IAEA and UN Security Council Resolutions.

Prime Minister Manmohan Singh along with Lula and Zuma recognized the right of Iran to develop nuclear programs for peaceful purposes in keeping with its international obligations.

They called upon Iran to fully cooperate with the International Atomic Energy Agency (IAEA) and comply with the relevant UNSC resolutions. They also reiterated the need for a peaceful and negotiated diplomatic solution of the issue.

Coherent International Commitment on Afghanistan
With regard to Afghanistan, the leaders expressed concern at the continuing deterioration of the military and political situation in Afghanistan, the growth of terrorism, including cross-border terrorism promoted by Taliban and Al-Qa'ida, and its links with international terrorism. They reiterated, in this context, that a coherent and a united international commitment, both in its developmental and security/military aspects, remained of paramount importance.

In this context, they also emphasized the need to strengthen the Afghan National Security Forces. They agreed to continue to cooperate and coordinate their efforts to impart greater strength to the process. They reaffirmed their commitment to a democratic, pluralistic and stable Afghanistan. They underlined the centrality of the regional aspect in the reconstruction and development process in Afghanistan.

Cross-Border Narcotics Smuggling More Dangerous Than Infiltrators

With the acceleration in the activities of Pakistan-based terrorists, a spurt has taken place in smuggling of fake Indian currency and heroin and infiltration from across the border. Owing to the existence of the strongholds of Al-Qa'ida and the Taliban on either side of the Afghanistan-Pakistan border, opium cultivation and its by-product heroin is flourishing as a major illegal industry, which is the biggest source of financial support to these militant organizations.

Extending Monetary Support
There are also news reports that the Pakistan's Inter-Services Intelligence (ISI) and military are extending monetary support to these Pakistan-based militant organizations out of the income from narcotic products. Ever since the times of Ziaul Haq, Pakistani military officials are filling their pockets from the smuggling of heroin. According to a report of the US Secretariat of State on the international narcotics trade, smugglers push heroin to Europe enroute India.

For quite some time the Afghan and Pakistani smugglers have been pushing large quantity of heroin in collision with Indian smugglers. It is amply evident from the arrests of smugglers and recovery of huge catch of heroin at the border.

Recent Events
On 3 March: In Ajnala sector the police seized heroin worth Rs. 50 million ($1 million) from a woman smuggler and her accomplice Pammi.

On 5 March: Heroin worth Rs.2 million ($40,000) was recovered from four smugglers at Ajnala. In Tarn Taran, police carried out a raid and seized heroin worth Rs.5 million ($100,000) from smuggler Paramjit Singh.

On 6 March: At Bathinda, police seized from a gang of smugglers opium and smack worth Rs.50 million ($1 million).

On 7 March: The State Special Operation Cell, Amritsar, seized heroin worth Rs.50 million ($1 million) from three smugglers in the Khemkaran sector. Some of these smugglers suffered 13-year imprisonment for heroin smuggling.

On 13 March: Heroin valued at Rs.25 million ($500,000) was recovered from the possession of a smuggler at Chheharla.

On 18 March: Border Security Force personnel shot a Pakistani smuggler at Jalalabad area falling between the police post of Jodhewala and S.S. Walia, who was making an infiltration bid and seized from him heroin worth Rs.13 million ($260,000) and Rs.1.8 million ($36,000) fake Indian currency, apart from arms and ammunition.

On 18 March: In Amritsar, a smuggler was arrested by the state special operation cell. His name is Tehal Singh.

On 21 March: In the Amritsar sector the state Special Operation Cell after an encounter arrested five smugglers and recovered heroin valued at Rs.1.30 billion ($26 million), and one 30 bore pistol from their possession.

At Jaisalmer, the Narcotics Central Bureau seized heroin worth Rs.50 million ($1 million) from two Maoists traveling on the Inter City Express. They identified Ghani Khan and Ananad Singh who brought the contraband from Pakistan.

Infiltration by Militants
These are the consignments of heroin that were recovered by the security forces, police and intelligence agencies. In addition, there must be a large quantity of narcotics that could not be recovered. This smuggled heroin is far more dangerous than the infiltration by militants from across the border.

The infiltrator is either killed or sooner or later is killed or arrested by the police or he finds his way into the prison. But, heroin, smack and opium are such dangerous drugs that are winning the youth. Because of the addiction, they tend to indulge in crimes such as loot, robbery, etc.

Worrisome Aspect
Al-Qa'ida, the Taliban, the Lashkar-e-Taiyiba, and other terrorist organizations buy arms and ammunition with this money got from the sale of narcotics. Militants active in India also are receiving financial support from the income of smuggled narcotics through hawala (informal transaction of money) transactions. With the arrest of a couple of Maoists in the Jaisalmer sector, another fresh chapter has been added to the smuggling activity. The Naxals also have adopted smuggling as a source of income.

Another worrisome aspect of heroin smuggling is that heroin cannot be pushed into the country without the complicity, collusion, and cooperation of local smugglers as also complacency of the security forces and police. Police officials and security forces are also turning corrupt. It has, therefore, become imperative to check smuggling of heroin and to ensure that the accused are given stringent punishment. There is also the need to make necessary amendments in relevant laws to wipe out terrorism.

Withdrawal of US Forces From Afghanistan May Put Pakistan at Risk

The tragedy of the Pakistani rulers and leaders is that while in power they say something and after being ousted from power they go abroad and their rhetoric undergoes a change. When Benazir Bhutto was the prime minister, she often issued "anti-India" statements and like her father, Zulfiqar Ali Bhutto, she had been harping on the Kashmir issue.
While in power she never uttered a world against hardliners and fanatic elements that dominated the whole of Pakistan. After losing power, she lived abroad on deportation. She would tell the media in the United States, the United Kingdom, and Dubai that normalization of relations between India and Pakistan was extremely imperative for peace in South Asia. Prior to the last elections in Pakistan when she returned home, she addressed foreign journalists and said she was extremely critical of militants, describing them as fatal for the region.

Present Pakistani President Asif Ali Zardari, during his foreign tours, made similar statements against the Taliban and other extremists. But when back in his country, he gives "anti-India" statements and blames India for terrorist activities and gives a clean chit to the main conspirator of the Mumbai attack, Hafiz Mohammad Saeed.

Former Pakistani Prime Minister Nawaz Sharif is the only Pakistani ruler who perceived the ground realities and took practical steps to improve relations between India and Pakistan and invited former Indian Prime Minister Atal Behari Vajpayee to Lahore. A resolve was taken to settle the Kashmir problem and other bilateral issues through talks. But Musharraf, who was the Pakistani Army chief, started the Kargil war and upset the peace efforts.

Support to Militant Organizations
Former Pakistani President Pervez Musharraf captured power through a military coup. He instigated the Taliban government in Afghanistan and extended patronage to Al-Qa'ida and other anti-India organizations during his term as Pakistan president. The attacks on the Jammu and Kashmir legislative assembly and the Indian Parliament were carried out during his term.

The Pakistani intelligence agency, Inter-Services Intelligence (ISI), extended full support to militant organizations and the Taliban in Afghanistan were provided directions by the Pakistani military officers. Then, Musharraf's intention was to achieve access to the Middle East via Afghanistan. Yet, his game was spoiled due to the 11 September 2001 terrorist attacks in New York and Washington. He was constrained to join the global war on terror when Bush reprimanded him. Under the UN pressure, he had to rein in militant outfits. But, even thereafter, Musharraf continued to play double games.

While the ISI and the Pakistani military bolstered the Taliban, organizations such as the Lashkar-e-Taiyiba went on with their activities by changing their names. Musharraf remained in a mode of denial of the existence of militant training camps on the Pakistani soil and the infiltration along the border with India, but simultaneously went ahead with bolstering militants. So far so, Musharraf received US aid to the tune of billions of dollars. It was during his term that the leaders of the United States and other countries of the world termed Pakistan as a nursery of terrorism.
Change of Power in Pakistan
Finally, in the wake of change in power in Pakistan, Musharraf had to flee to the United Kingdom and now the possibility of his return to Pakistan is ruled out. After meeting journalists in foreign countries, Musharraf has now realized the stark reality and in a statement in Washington recently, he said, "President Obama Barack administration has reportedly planned to withdraw forces from Afghanistan within a year but there is no truth in that.
For peace and stability in the region it is imperative to defeat the Taliban and the continued presence of the US forces is extremely essential to crush the Taliban there." It is the first time that Musharraf has spoken the right thing in no uncertain terms.

Taliban suicide attacks in Afghanistan are causing huge loss of life and property. If the US and North Atlantic Treaty Organization (NATO) forces withdraw from Afghanistan without the elimination of the Taliban and Al-Qa'ida, the very survival of Pakistan and Afghanistan will be jeopardized and peace and stability in the region will be shattered, thereby creating a serious threat to the whole world.

India Must Continue Efforts To Bring Conspirator Headley to Country

Finally, the US national of Pakistani origin David Coleman Headley admitted to the crime of his involvement in the conspiracy of the Mumbai attack before a Chicago-based court. Even before his admission to the crime, news reports has started emanating about it due to which the entire world had got to know that a deal was struck between him and the US Government.
According to it, if he divulges to the US Administration all information about the Mumbai strikes and other terrorist activities linked with it then he will not be awarded capital punishment. Simultaneously the United States announced its decision that Headley will not be handed over to India and Indian agencies can only interrogate him.

Activities in Pakistan
It clearly manifests that the US Administration, for special reasons, is trying to save him. Headley has been facing the charge that he acted as a double agent between the US Administration and the terrorist organization Lashkar-e-Taiyiba. Earlier, he was once apprehended for smuggling heroin from Pakistan to the United States. He was sentenced to two years' imprisonment on admission to the crime. He was subsequently set free to resume his activities in Pakistan.
The situation in respect of Headley is so complex that it is hard to readily perceive it. Yet, it has once again raised finger to the US tactics. It is intriguing to note a country leading the global war on terror is adopting double standards on terrorism.

Tackling Terrorism
The state of affairs of the US Administration by and large is such that while it feels the heat of fire when it engulfs its own house, but when some other house is set ablaze then it looks to it as if some sport is being played. The way the United States has saved a person from going to the gallows who led the conspirators of the Mumbai attack leaving more than 166 people dead and wounding hundred others and the way it exonerated him by making him confess to the crime and refusing to hand him over to India, the US Administration can be termed a major culprit.

The calculations of the US Administration to tackle terrorism are such that in order to restrain Al-Qa'ida leaders it is securing the support of Pakistan which intelligence agencies are in collusion with the terrorist organization for carrying out terrorist activities in India, but it is turning a blind eye to it. The United States will realize all this only when the heat of terrorism is once again felt by its own country in some form or the other. Even as an attempt has been made to save a dangerous conspirator like Headley, it does not realize that he can continue to be a cause of headache for itself also because seven US nationals were also killed in the Mumbai mayhem.
If it had not happened then the mindset of the US Administration would not have been confined to saving Headley and instead he would have been set free after a brief term of imprisonment. Now, if Headley is given the death sentence then the chief reason behind it would be the killing of some US nationals in the Mumbai attack.

Conspiracy Against Mumbai Attacks
In the wake of Headley's admission to the crime, the Pakistani Government also stands exposed, for until now Pakistan has been harping on its stand that the Mumbai attackers were not its nationals or the conspiracy for the Mumbai attacks was not hatched in Pakistan. It has come to the fore that Headley had been frequently visiting India with a view to survey the spots that were to be targeted by the Lashkar-e-Taiyiba. He had, in fact, taken a video footage of those locations. He has been frequenting Pakistan in order to feed intelligence inputs to Pakistan-based terrorists.

It should be clear to the Indian Government from the sequence of events that instead of depending on others to counter terrorism it should gear up on its own. It would be futile to carry out war on terror in such a way. We feel that India should not relax its endeavors on the issue of bringing Headley to the country because he is the prime accused for India, and not the United States.

Collective Indian Endeavors To Safeguard National Security

In Afghanistan, attacks on Indians are mounting unabated. Indian National Security Adviser Shiv Shankar Menon is currently there to take stock of the situation. Afghanistan has been passing through a grim situation for a long time. In 1979, when the erstwhile Soviet troops entered Afghanistan, Pakistan under the patronage of the United States and other Western countries raised certain jihadist [crusaders] organizations to oust Soviet forces from that country. The same organizations are today causing problems for the United States and its allies.

Playing Double Game
Until today, Pakistan seems to be playing a double game. Pakistan, on one hand, supports the campaign being waged by the United States and other North Atlantic Treaty Organization (NATO) countries, and on the other, Pakistan's infamous intelligence agencies and retired military generals are extending support to the Taliban in Afghanistan even today.

Actually, the Pakistani Military want the United States and other NATO allies to quit Afghanistan and the entire job of dealing with the Afghanistan situation should be left to it. Due to their failure to achieve the desired success in Afghanistan, the United States and NATO allies have started thinking in terms of quitting Afghanistan after reaching an agreement with the Taliban and other terrorist groups there. Such a possibility in fact suits Pakistan. Simultaneously it is planning to oust India also from Afghanistan.

Rehabilitation and Reconstruction
India has been engaged for some time in the rehabilitation and reconstruction of the war-ravaged Afghanistan. The common people of that country hold India in high esteem for this work being undertaken there since several years, but it is not acceptable to the Pakistani military. It regards Afghanistan as its backyard where it wants complete control of the situation. That is why repeated attacks are launched on the Indian Embassy in Kabul and various Indian companies undertaking construction work there.

Now even the Afghan Government has started saying categorically that the Lashkar-e-Taiyiba and jihadist groups active in Pakistan were involved in the attacks. It is also widely known that if the Taliban, etc. come into power again in Afghanistan, and if Pakistan starts using Afghanistan for its own objectives and also continues to use anti-India hardliner organizations as in the past, then security challenges to India will increase.

India's Approach
What should be India's approach under the circumstances? What should it do in order to safeguards its interest, stability, and security in the entire region. India should convene a conference of major Asian nations such as Russia, China, Iran, and other countries adjoining Afghanistan, in New Delhi.

As a part of its preparations for developing a base for this objective, India should first hold meetings with these nations one by one with a view to deliberate on the current situation in Afghanistan and its possible impact on countries in its vicinity. Pakistan's role should also be taken into account at these meetings so that by using its good offices it could inspire Pakistan to play a positive role in Afghanistan.

Ongoing Conditions
It is through the joint endeavors that Afghanistan can get rid of the ongoing conditions in that country. The terms of Al-Qa'ida and the Taliban also can be foiled through adoption of such an approach.

Simultaneously with this approach, India should take its own people into confidence to deal with the security challenges and strengthen its security system. It is by initiating such collective endeavors that India can safeguard its security interests. Thereby, it can make a positive contribution in giving a constructive turn to the situation in Afghanistan.

New Phase of India-Saudi Arabia Relations

Indian Prime Minister Manmohan Singh's tour of Saudi Arabia when Pakistan's influence on Taliban and Al-Qa'ida is growing is considered extremely important. Editors of international newspapers are attaching great importance to the visit. This is the first visit of India's head of state to that country after 28 years. Before this, former Prime Minister Indira Gandhi visited the country in 1986. Before Indira Gandhi, her father Jawaharlal Nehru had extremely good relations with Saudi Arabia.
The biggest proof of this was that India was strongly opposed to the illegal creation of Israel and was pro-Palestinian. But now it seems that India's foreign policy in the Middle East has changed drastically and it has devoted its complete attention to improving its ties with Israel more and more.

Developing Trade Ties
India has wide ranging trade relations with Saudi Arabia and the two countries have cordial relations. After the 2006 tour of King Abdullah to India, relations between the two and trade that stood at $500 million increased to $22 billion. Now a large portion of India's need for oil is satisfied by Saudi Arabia. A few years ago this position was held by Iran.

Some concerned parties are assuming that India is exercising foresight and is preparing for its future needs. Singh's trip is a part of the plan because relations between Iran and the United States are worsening by the day and the gulf between them is widening, and anything can happen between the two sides suddenly.

If the situation worsens and economic sanctions are slapped on Iran, India cannot show too much sympathy for Iran, although it claims sympathy for Iran at every forum. But it cannot show so much sympathy, so that Iran continues to supply India with oil. In such a situation it will be important for India that it prepares to satisfy its oil requirements from alternative sources.

Enlarging Relations
Policymakers feel that India is enlarging its relations with Saudi Arabia to fulfill its requirements for oil in case of war. And this is the view that is prevailing about Singh's trip to Saudi Arabia. A small proof of it can be seen that the country's oil requirement from 25.5 MMT has gone up to 40 MMT. Only time will tell how much truth there is in this conjecture. But otherwise also, Singh's trip is very important.

Regional cooperation and extradition of criminals, 10 such joint agreements have been signed. Experts are attaching great importance to the extradition of criminals because many of those involved in terrorism often take shelter in Saudi Arabia. Some big names of terrorism are involved in this, and many examples of it have been sited in the past.

India-Pakistan Talks
Minster of State for External Affairs Shashi Tharoor is also accompanying the prime minister. Can Tharoor be there and no problem arises? Is this possible? Here also, Tharoor reminded his presence and created a new problem. His suggestion that Saudi Arabia can act as a mediator between India and Pakistan proved to be a bombshell. This gave the opposition a new stick to beat the government with and no one can predict how the issue will play out.

However, it goes without saying that Tharoor statement was highly irresponsible because so far nobody has thought in terms of a mediator for the India-Pakistan talks. It has always been kept at a bilateral level. Without any warning, to issue such a statement was definitely an irresponsible act.

The opposition is sharpening its claws and waiting for Singh's return so that it can pounce on him. One has to wait and see that after Singh's trip to Saudi Arabia, problems are reduced or increase some more.

Manmohan Singh's Saudi Arabia Visit

Prime Minister Manmohan Singh's Saudi Arabia visit has been very successful and both objectives of strengthening bilateral relations and increasing pressure on Pakistan seem to have been fulfilled. Saudi Arabia has great influence over Islamic nations of the world.

There is a traditional reason for one, as the holy places of Mecca and Medina are situated there, and second, the economic reason, i.e., its coffers full of petro-dollars with which it helps many countries. Pakistan is among the main countries that have benefited from Saudi Arabian coffers.
Looking at the coverage given to the Prime Minister's visit in the Saudi Arabian media, it seems that Riyadh is aware of India's growing stature. Saudi Arabia knows that India would play a big role in future international politics. These things have been confirmed during the first visit of any Indian Prime Minister to Saudi Arabia in the past three decades.

Pakistan Factor
While calling Pakistan a friendly nation, Saudi Arabian Foreign Minister Saud al-Faisal said in a straightforward manner that activities of terrorist elements in Pakistan are a matter of concern. However, Saudi Arabia's record in this matter has not been good. The demon that has raised its head in Pakistan was nurtured on petro-dollars of Saudi Arabia for decades. It was during Ziaul Haque's rule, that there was fundamentalist Islamization of Pakistan and it was done in those thousands of madrasahs that were built with Saudi Arabian money, where mujahidin were being prepared for Jihad in Afghanistan. Apart from Pakistan and United Arab Emirates, Saudi Arabia was the third country that had recognized the Taliban.

Before the 11 September 2001 attack in New York, Pakistan and Saudi Arabia were countries that patronized the Taliban. Salafi and Wahabi fundamentalist sects hold sway in Pakistan. The Saudi Arabian rulers are responsible for it. However, Saudi Arabia has changed in the post 11 September 2001, changed world. It is fighting with Al-Qa'ida on its own soil and is playing the role of a friend of the United States in Central Asia.

International Diplomacy
Saudi Arabia does not have a lot of hopes from Pakistan, because Pakistan is continuously going backward socially and economically, while India's graph is going upward. Practicality always weighs heavy in international diplomacy and power balance. The principle of practicality says that India and Saudi Arabia should increase mutual cooperation. Pakistan is on the margins in relations between these countries and it is better if it stays there.

Thousands of Indians working in that country will enjoy maximum benefit with this increasing cordiality in relationship. Reports of dishonest agents luring Indians to lucrative jobs and sending them to Saudi Arabia are received quite often. Their passports are snatched away on their arrival, and they are forced to live a life worse than slaves. These Indian laborers are expected to receive justice in the Saudi Arabian system with this new friendship being forged between the countries.
