Yemen Becomes New Al-Qaida Terrorist Network Base

When US President Barack Obama had announced of his decision to send additional troops to Afghanistan, he thought he could stop the revival of the Taliban and Al-Qaida network base there. However, before President Obama could even come out with any plan to train up the Afghan security force and prepare the total US troop withdrawal in a year or two, Al-Qaida terrorist network has already established a new base in Yemen as a new global terrorist shelter.
Large-Scale Conflicts
Yemen has never been a peaceful nation. All along, the Yemini Government has failed to provide social security to people. Activities of the Shiite rebels and family-based private Armed Forces have continued to be a challenge to the Yemini Government. Moreover, Yemen is also a Muslim country with long history of association with the religious extremists.
Since the armed rebellion staged confrontation with the Yemini Government in 2004,the Yemeni Government forces and the rebels have engaged in five large-scale conflicts resulting in thousands of deaths and tens of thousands people displaced.
Al-Qaida Terrorist Network
Yemen and the extremist forces have long established a kind of bond. From the early period when the former Soviet Union invaded Afghanistan, Yemen has already become a safe haven for the Taliban militants in Afghanistan. Before the 9/11 terrorist attack incident in the United States, there were a large number of Yemenis trained by Al-Qaida terrorist network in Afghanistan. According to the media reports, at least two terrorist suspects who were released from the US Guantanamo Bay prison have later on gone to Yemen. These two terrorist suspects have eventually become the senior commanders of Al-Qaida terrorist network base in Yemen. One of the two has become the mastermind behind the terrorist plot in attempting to blow up the Northwest Airline plane heading toward the US homeland during Christmas seasons but failed.
Yemen is a country dominated with mountain plateau with narrow flat land along the coastal zone only. Such geographical contour is a perfect place for terrorists to hide, but difficult for the government forces to launch attack.
Favorable Factors
Based on favorable factors such as timing, human resource and geographical condition in Yemen, it is difficult for Yemen not to be chosen by Al-Qaida terrorist network to be its new shelter in addition Afghanistan. In addition, after the United States invaded Afghanistan and Iraq, the US Government has suffered heavy losses in both the US economic and military resources. If the US Government intends to get involved in the counter-terrorism war in Yemen, it is easier said than done.
Nevertheless, we heard that after the foiled attempt by a religious extremist to blow up a Northwest Airline plane heading Detroit, the US Government has reached a secret agreement with the Yemeni Government to allow the US military to launch cruise missiles or use the Unmanned Aerial Vehicles to hit at Al-Qaida terrorists hiding in Yemen.
Wave of Counter-Terrorism War
It seems to us that the Arabian Peninsula branch of Al-Qaida terrorist network has now moved beyond from creating regional threat to become one of the most active Al-Qaida terrorist network branch outside Pakistan and Afghanistan. It also seems to us that Al-Qaida terrorist network indeed has the ambition to stage global terrorist attacks again.
Before the United States can counter the current wave of terrorism in Afghanistan and Pakistan, another wave of counter-terrorism war will soon begin. Looking the counter-terrorism war from afar, it appears to us that the Obama administration that is already trapped in the quagmire of Afghanistan ,will have an extremely busy time ahead.

Osama Bin Laden Killed: Future Prospects

The world was shocked when United States President Barack Obama announced that Al-Qa'ida's top leader Osama Bin Laden was killed. Al-Qa'ida's leader who was born in Saudi Arabia and lived in hiding was reported to be killed in a special operation by the Unites States military at a house in Abbotabad near Islamabad, Pakistan.
News of Bin Laden's death was greatly welcomed by the United States and its allies. Such reaction may be different from those who sympathize with Bin Laden's cause.
Believed To Be Mastermind Behind 9/11
Bin Laden is believed to be the mastermind behind the September 11 attacks against the United States that lead to Wshington's invasion of Afghanistan as the Taliban regime was beleived to be sheltering the Al-Qa'ida leader.
For a long time the United States lead the operation to hunt for Bin Laden but failed to track him down. If it is true that Bin Laden was successfully killed, would his death be enough to bring back peace to the world?
World Reactions
The entire world media turned their attention to the news of the death of Usama Bin Laden after it was announced by US President Barack Obama. British Prime Minister David Cameroon said that the death of Usama would bring peace in the entire world. Former US President George W. Bush said that justice was done by the death of Bin Laden.
Former US President Bill Clinton said that the death of Bin Laden was news of peace and security for the entire world. Malaysian Prime Minister Najib Razak is hopeful that the death of Bin Laden will bring about a more peaceful, safe and just world.
People's Expectations
Similarly, Muslims are also hopeful that a world free of terrorism will become a reality. Most important of all, as stated by many people across the world, is that Bin Laden's death will help restore the good name of Islam that was tainted by the negative image brought on by the al-Qa'idah leader. Since the September 11 tragedy we have witnessed violence and suicide bomb attacks at tourist attractions in the West that have become targets for Al-Qa'ida.
Each time violence is carried out by loyal followers of Bin Laden, the name of Islam is tarnished. Islam is viewed as a religion that endorses violence, despite the fact that it does not.
Future Prospects
Although reports have said that Bin Laden is dead, his absence is no guarantee that terrorism has ended. Peace and destruction of this world is not in the hands of Bin Laden whom was made a scapegoat during the era of former United States President George W. Bush.
This is the greatest concern of all. Will the world witness peace, or a new series of terror attacks as part of a retaliation from supporters of Bin Laden and Al-Qa'ida? We have seen many times that the use of military action to counter the threat posed by terrorists have failed to reduce activities related to terrorism.
We have to look at the root cause of terrorism from various surrounding aspects such as injustice, poverty, and economic disparity.
Nevertheless all parties should remain calm in the wake of Bin Laden's death. This is the time for the global community to erase their misperception and misunderstanding toward Islam and terrorism. The world must stand united against terrorism.

Islamic Awakening in Turkey

"Islamic awakening" is not being tolerated nor digested anywhere and how can it? If "political Islam" overpowers, then would not the declining secular and liberal politics be buried forever! After the burial of communism, secular and liberal politics are waiting for their turn. It is struggling for the continuance and preservation of its artificial and unstable power. After public rejection and defeat on the political and democratic front political and military death is visible.

Unsuccessful Conspiracies
Accordingly, through military uniform and military hardware they are busy in unsuccessful conspiracies to stop the peaceful storm of Islamic awakening and are active in bringing down the representative and elected governments. But it seems that the movements and forces of the Islamic and public awakening are determined and have decided to bury the secular and liberal politics forever.

A practical demonstration of the same has been witnessed in the unsuccessful conspiracy of a military revolt against a pro Islamic government in Turkey in the past few days.

The Turkish Government thwarted a conspiracy hatched by a secular group of senior Army officers against the elected and representative government of Prime Minister Rajab Tayeb Erdogan's pro-Islamic Justice party and about 50 senior Army officers were caught red handed. This Army group had prepared a conspiracy plan to carry out activities of destruction and terrorism, bomb explosions in important mosques in Turkey and destroy a Turkish aircraft. The aim was to create fear and confusion in the country to prove that the government is unstable and produce a reason for military revolt and intrusion. This Army group since 2003 remained busy in different conspiracies against pro Islam government and there are indications of contacts and backing of the US officials and planners with mutineer Army officers.

According to some information this Army group had met former US President George W. Bush but before they could do any action, the government had made this conspiracy of mutiny unsuccessful.

According to the details of this mutiny conspiracy which have come forward, the Turkish security officials in the light of the matters carried out a crack down in eight provinces of Turkey, raided the houses of serving and retired Army officers and arrested them. Those arrested include senior Army officers of Turkish Army, former deputy chief of Army, former chief of the the Air force and chief of the Navy.

Government's Courageous Action
Recently, a Turkish court has sent seven senior Turkish military officers to jail. They include four admirals, one Army general and two colonels. After the courageous action of the government against Turkish Army for allegations of conspiracy and revolting against the government, tension between pro Islam ruling party and secular Army has increased. Exchange of harsh words has also taken place between the opponents.

The chief of Turkish Army made short his visit to Egypt and returned to Ankara where he presided a meeting of all the generals of Turkish Army and admirals at the Army headquarter. Whereas the Turkish Prime Minister Erdogan during his tour of Spain while giving a statement on the arrest of Army officers said that this is not a political issue but a matter of security and destiny of Turkey.

Although after the arrest of mutineer Army officers, tension and friction between pro Islamic government and secular Army had immensely increased but according to the latest information, during a meeting and negotiations between the Prime Minister of pro Islamic government and Chief of secular Army it has been agreed to bring to an end the tension and friction.

An announcement issued from the presidency says that this matter will be resolved while remaining within the constitutional and legal limits. Erdogan has declared meeting to have been pleasant.

Since the time justice party has come to power, a struggle continues between pro Islam government and Turkish secular Army. The Turkish Muslims want an end to the secular reforms of Mustafa Kamal Ataturk and an enforcement of Islamic values and traditions whereas Army is continuously disgracing the public mandate.

It is active in conspiracies for the downfall of pro Islam government sometimes with the strength if its own power and sometimes with the connivance of judiciary. But the people have strongly and with heavy majority rejected the alliance of secular Army with judiciary against the pro Islam government.

The present military revolt which reached its end prematurely; is this revelation not amazing that directly or indirectly it had the US support. The United States after 9/11 is unhappy with that decision of Turkish parliament of not sending its troops for attack on Iraq and in the war against terrorism.

Military Revolt and Intrusion
Since the last decade in this struggle between the pro Islam government of justice party and secular Army, the political leadership showing extreme prudence, intelligence and sagacity has made the military revolt and intrusion unsuccessful. This success of Turkey's political leadership is not being digested by the secular and liberal elements.

It is incorrect to understand that after the present crisis the struggle continuing between pro Islam people and secular Army has finished. Rather the political leadership will have to further struggle for a complete Islamic awakening in Turkey and an end to the remains of secularism. Finally the secular elements will have to surrender before the Turkish Muslims because the sense of awakening with regard to "political Islam" in the Islamic world that has been created cannot be finished by the alliance of Army and judiciary.

Countering Terrorism by War Not To Bring Peace

With a smile, a young Nigerian terror suspect has bought fear and uncertainty to the United States. The United States is once again exposed to tensions and aviation security upgrade. Since the 9/11 incident, the US counterterrorism war has undoubtedly entered a more awkward situation. However, can the Americans really sleep peacefully even after they have driven all terrorists out from Al-Qa'ida network?

Awkward Counterterrorism Strategy
In principle, because of the danger of terrorism, the use of "violence against violence" approach to tackle terrorists should not create very much controversy. This is because the violence pursued by terrorism is infinite. Terrorism has the greed to create political and psychological fear to reap the impact of threat to governments. For the brutal atrocities carried out by terrorists, it should be logical for governments to crackdown terrorism resolutely. However, if a country only uses violence against violence to fight terrorism it is but a surgical type of targeted killings. It cannot eliminate terrorism from the root level.
In order to expand counterterrorism war, the United States has coordinated with allies and brought more troops to Afghanistan, the United States has even engaged in "proxy" wars in other countries. The attempted flight bombing during Christmas seasons was the result of US support for the Yemeni Government in its fight against Al-Qa'ida terrorist organization. This has led to the reprisals on the United States from the division of the Arabian Peninsula Al-Qa'ida terrorist network. For the past several months, the United States has been supporting the Pakistani Government to fight against the Pakistani Taliban forces. Although the military victories of the Pakistani Government were numerous, but because of the complex political situation in Pakistan, the recent violent terrorist attacks in Pakistan are also on the increase. The counterterrorism achievement there has nothing significant to report. In this regard, when the country faces terrorists' violent challenge, using the "violence with violence" approach to counterterrorism can indeed be counterproductive.
While it is resolutely necessary for nation to fight against the terrorists, but such a fight is far from enough. We should know that there must be conditions that can lead to the formation of the extreme psychological terror mindset of terrorists. If we do not try to understand the environmental factors that lead to some formation, any measure to counterterrorism can only remain in the fatigue response. We cannot improve our counterterrorism measure from the fundamental base.

Emergence of Modern International Terrorism
The emergence of modern international terrorism is closely related to the larger context of globalization. Of course, Samuel Huntington's "clash of civilizations" is also alarm to the ears. International terrorism and conventional terrorism carry different features. More often than not, international terrorism tends not to fight for the national interest, nor to fight for personal clothing or food but more for their religious beliefs. They hold hatred on the Western world.
The paradox is that majority of Al-Qa'ida elements are not from the type of working people who cannot earn enough to eat nor they are people coming from some vulnerable weaker groups in the society. They are often educated in the West, steeped in the western culture, and came from wealthy families. Osama bin Laden has been in business to raise the money to train terrorists, rather than making a name as a secular elite tycoon. The father of the Nigerian youth who tried to explode a US plane during last Christmas used to be the Nigeria Minister of Economic Affairs. The father has just retired from the chair of the First Bank in the country. During his studies in London, the Nigerian youth lived in an apartment worth $4 million.
These terrorists enjoy the victory fruits of modernization and the vested interests of globalization. However, in the general population we can find the rebound of a sense of religious or cultural threat coming from this group of population. For example, in the United States, Muslims there loathe the aversion and interference of the US culture and religion on them. Within the Western-oriented society, they encounter a sense of loss. In the globalization process, many non-western regions cannot feel they have enjoyed equal advantage and opportunity. What they feel is sense abandonment. In addition when this group of population observes the US military raising and waving its big stick everywhere using its discretion to either support the opposition force at one time and at the turn of event, turning away from them and support the ruling regime, the United States has created a breeding ground for terrorist forces in that social soil.
Perhaps, it is difficult for people to find a unique personality from the terrorists. However, any person who joins a terrorist organization must have gone through a certain degree of frustration in life. This frustration can come from discrimination and prejudice the individual suffered in the heterogeneous culture. This has further given rise to their disappointment in the power of politics. When in life's reality this group of population cannot find a way out, people will resort to the power of religious belief and put their belief to extreme means. In addition, when terrorist activities are carried out at international level, there is strong possibility that these terrorists of whom many have never stepped out from their homeland before, would want to gang up and conform as one in carrying out their hatred of the western world when they go overseas.
When faced with terrorist attacks, it is difficult for the suffering nation not to adopt a stern action to crack down the terrorists. However, launching heavy attack on terrorists with modern military technology, and annihilation of physical battle is not very effective and can even become counterproductive. Such measure can only deepen their hatred and lead to more retaliation. For the United States, to solve this awkward counterterrorism dilemma, it will take time to find a better solution to cure such sickness in the society.

Obama's Address to Muslim World
In his Cairo address to the Muslim world, US President Barack Obama said that he wanted to build trust with the Muslim countries. However, when the United States continues to use military on other countries, how can the Muslim world believe the friendly gesture of the United States? As such, in the Arab region, although President Obama has gained high popularity, however, when the Muslim population views his position and the Western world, which Obama represents, it is another feeling altogether.
For the United States, economic issues are important, but more importantly, it should learn to resolve the conflict between religion and culture. With dual pressure of universalism and pragmatism come on certain minority group, it might be difficult to maintain harmony among different ethnic groups. But taking a broader view, there is still the need for the United States to cultivate mutual tolerance, mutual understanding and communication. Yet, we have to admit that it is difficult to predict if such an approach to eliminate the hatred feeling of certain group within the society can be achieved or not. It can be an unknown fact. This is because the intergroup prejudice in the international arena is difficult to eliminate in the first place. This, coupled with the penetration of the political realities, can make such interactions among intergroups become ever more complex or even worse.

Psychological Terror
In short, the most fundamental thing to eliminate extreme psychological terror is to proceed with soft and long-term approaches. The short-term approach of using direct means of military strikes is not a long-term solution. This is because, even if we can eliminate the bodies of the terrorists, the hatred feelings of terrorists will not disappear.
If the United States stresses on using tough measure to eliminate terrorists, what they get can just be a negative sense of security. As such, in order to resolve the nonconventional terrorist violence, using military means alone is not enough. Moreover, stressing on using military means to counterterrorism has also contributed to the root cause of why it is so difficult to achieve true harmony in the society.

Police Exposed Again

The escape of three dreaded terrorists under police escort from a hospital in Delhi, and dancing police officers in an underworld don's party in Mumbai are enough to expose the police who always claim to remain on alert. Even if the police were not hand-in-glove in the escape of Pakistani terrorists who had served sentence for bomb explosion, it is such carelessness that exposed Delhi Police, which claim to be the most capable in the country.
When the country's big cities are on the hit list of terrorists, and the Home Ministry issues alert against such threats from time-to-time, it is really shameful to make such a big mistake. The home minister has also publicly stated that if there has not been any big terrorist attack in the country after 26 November 2008, it should be considered the country's good fortune. This means that even Home Minister P. Chidambaram admits that if terrorists decide to attack, it would not be easy to stop them.

Utter Carelessness
Despite deaths of thousands of innocents in terrorist attacks in the last 30 years, how could the common man trust Delhi Police after such utter carelessness? And why should he? If there has not been another terrorist attack in the United States after the 9/11, it should be considered more as success of US police, rather than terrorist failure. It is not that terrorists are only trying to target India. Terrorists have not given up their intentions of destroying the United States, but the police, intelligence network, and the Defense Ministry there are so alert that in spite of wanting to, terrorists are unable to succeed.
After the escape of three terrorists, the Delhi Police, as usual, are trying to cover up the matter in its defense, but the government should take tough steps in this matter and should not hesitate to take strong action against the guilty police officers. After all, it is a matter linked to the country's security and adopting lax attitude in it is not going to be in anybody's interest. This was an incident of carelessness. The dancing of police officers in a party thrown by an underworld don is an even more serious matter. This is an open example of the nexus that exists between the police and dangerous criminals.

Lack of Evidence
Just imagine, what would have happened had this matter not been exposed in media? Nexus between the underworld and police officers is talked about from time-to-time, but the faces of such treacherous police officers remain unexposed for lack of evidence.
Now the matter is quite clear. Simply suspending such police officers is not going to break this nexus. Such nexus should be probed deeply and the guilty should receive such severe punishment that no other police officer dares to insult his uniform in this manner. If police officers who are paid to put dangerous criminals behind bars start saving them, who would then catch criminals?

International Community Reacts to Iran’s New Nuclear Plant Declaration

The final week of September has been an important one with respect to world politics and the world economy. On 24 September, the United Nations Security Council (UNSC) session was held under the leadership of US President Barack Obama. Recently, the G20 Summit was held in the American state of Pittsburgh, which ended on a note similar to the previous conference held in April of this year: with new promises, new undertakings, and new programs.

Some events have emerged for the first time in the final days of September. For example, this is the first time ever that a US President has chaired a Security Council session. Libyan President Muammar Gaddafi has come to the United States for the first time in his forty years in power and he has addressed the United Nations General Assembly for the first time in his life, and has declared the role and performance of the Security Council on world matters as unsatisfactory. It has also been decided for the first time that in future, the G20 will replace G8 after its function ceases. Similarly, it is also during this week that for the first time a relatively severe reaction from world powers is being witnessed at the discovery of Iran's “secret” nuclear plant for uranium enrichment. On 27 September, Iran has also test-fired two short-range missiles about which it is said that this has been done with an aim to further strengthen Iran's defense capability. It is the view of some commentators that the range of these missiles may be as far as Israel and the US bases in the Gulf. Iran's nuclear program issue, therefore, appears to be taking a new turn.

Threat of Nuclear Weapons
To reduce the global threat of nuclear weapons, the 15-member states of the UNSC have agreed on a resolution for a joint strategy. In his presidential address, Obama has stated: "Although we have remained safe from nuclear disasters during the Cold War, we are now faced with a complex situation with regard to nuclear proliferation. It is, therefore, necessary to chart a new plan and strategy." On this occasion, Obama also said that by the use of a single nuclear weapon in a single city, hundreds of thousands of people could be annihilated. This one city could even be New York or Moscow, Tokyo or Beijing, or London or Paris. Referring to a quote by Ronald Reagan, he told the session: "A nuclear war cannot be won [so] it should never be fought."

The voicing of such sentiments by Obama is surely a welcome development. Welcoming the resolution, British Prime Minister Gordon Brown said that through this, a clear and united message had been conveyed to the world that the leaders of countries with nuclear weapons and of those countries without nuclear weapons were united and unanimous today in ridding the world of the problem of nuclear weapons.

Western Countries Stand
Iran's announcement that it has a second uranium enrichment plant has given various Western countries further cause to put pressure on Iran. Therefore, the chance of positive developments in talks between Germany and five other world powers on 1 October have further reduced. Presently, this situation appears to be taking an increasingly complicated turn, whereby we shall view it in light of a statement made by Teheran according to which Iran will not accept any compromises on the issue of enrichment.

On the occasion of the G20 Summit, Obama, Brown, and Nicolas Sarkozy said in a joint statement that following the revelation of another nuclear plant in Iran, not only had there been increased apprehension, but it had also led to violations by Iran of the UNSC decisions.

Prior to this, the leaders of the United States, France, and the United Kingdom revealed in a joint briefing that they had provided detailed evidence relating to a nuclear plant near the Iranian city of Qum to the International Atomic Energy Agency (IAEA). Simultaneously, Iran had been warned that if it did not fulfill its international responsibilities, strict economic sanctions could be enforced against it.

New Nuclear Facility
The revelation of Iran's new nuclear facility came when the G20 Summit and the UNSC session ended on one hand, while on the other, as it has been mentioned before, Iran is about to have negotiations with six world powers on the issue of its nuclear program. In one respect, therefore, the apprehensions of the world leaders are not unfounded. Iran has previously been a source of much aggravation for western powers, the United States in particular, so the risk of tensions in bilateral relations after the revelation of the new nuclear plant has increased. In addition, missile tests and the testing of a launcher with the capability to fire more than one missile have also been carried out, which has already heated up relations between the West and Iran.

Israel has also felt the intensity of this heat. The Israeli foreign minister has pleaded with the Western powers that they should adopt a clear and decisive position against this new situation that has developed. He has said that the presence of this uranium enrichment plant proves that Iran definitely wants to build nuclear weapons. He has further stated that they have been saying all along that Iran is speeding up its nuclear activity for military purposes and following the revelation of the nuclear plant, their fears have been vindicated.

Iran's stance, however, is that the purpose of its nuclear program is to produce electricity. Iranian President Mahmoud Ahmedinejad has said that their program was in no way a “secret”; they are ready to have it inspected by the inspectors of the IAEA. Referring to the rules of the IAEA, they have said that it was necessary to inform the mentioned agency six months before beginning the process of uranium enrichment, whereas according to them, they had made the declaration 18 months before hand. The clear implication of this is that there is currently no enrichment taking place at the plant.

If this incidentally is the situation and the IAEA rules are indeed so, the question that arises is: Why do the United States, the West, Israel, and various other powers need to create such uproar about it? One possible reason for this could be that these powers do not believe the statement by the Iranian leadership that Iran has not yet begun the process of enriching uranium. The other possibility is that, in their view, the legal position of Iran is weak. The third and final possibility is that under no circumstance do the world powers wish to view Iran as an emerging state on the world stage, the kind of state that is militarily strong and whose political, economic, social, and cultural foundations are also firm. There is no ambiguity in that a strong Iran is an impediment to the US imperial agenda. The third reason for the hue and cry is, therefore, political, and the truth is that it is also the most important reason.

Subsidiary Arrangement
Here, it is also worth mentioning that in 2003, Iran had consented over the Subsidiary Arrangement in the spirit of which it was mandatory to inform the IAEA at the initial stages of preparing a uranium enrichment plant. It was also in 2003 that Iran signed the Additional Protocol based on which the IAEA was given the authority to inspect the location. Subsequently, however, Iran reneged on both the above-mentioned agreements in 2006 and 2007. Concerning the former agreement, the IAEA states that this kind of unilateral rejection is not legally permissible, but Iran has maintained a single stance for suspending both agreements that permission could not be obtained from the parliament, which is a mandatory condition for international agreements. Moreover, Iran also insists that it will continue to act on the rules and regulations of the NPT and that it is the IAEA's prerogative to delegate itself additional authority. In reality, this is the procedure whereby a politically clear situation appears to be falling victim to legal ambiguity. Iran's belief that demands for halting uranium enrichment through the UNSC resolutions is not a legal, rather a political issue, is a meaningful point. There is no doubt that legal details are not more important than political actions and political considerations.

The Bleak Future Ahead
The revelation of a new nuclear plant can also be seen as an action by Iran against the United States, the West, and Israel. This reaction by Iran, which has remained under constant by the US pressure and its allies since 9/11, was not inconceivable.
