Raja Pervez Ashraf Becomes New Pakistani Prime Minister: Political Instability in Country Continues


Water and Power Minister Raja Parvez Ashraf has taken over as the new Pakistani prime minister. Filled with little difficulty with the country’s National Assembly (parliament) electing Ashraf as a replacement for Yousuf Raza Gilani, disqualified by the Supreme Court.

The 61-year-old loyalist of the Bhutto family was pitchforked into the hot seat after the original choice Makhdoom Shahabuddin faced an arrest warrant. But the new leader himself is dogged by corruption charges relating to his tenure as power minister.

The 342-member National Assembly chose Ashraf as the country's 25th prime minister with 211 votes, against Opposition PML-N nominee Sardar Mehtab Ahmed Khan Abbasi who got 89 votes.

Undoubtedly, Ashraf is lucky to have been elevated to the highest executive post, as the first choice of President Asif Ali Zardari, Makhdoom Shahabuddin, missed the bus because of an arrest warrant issued against him by a Sindh court in an ephedrine scam case.

Since the issue was contempt of the highest court in the land the verdict was not unexpected, though the scale of punishment is. While all Supreme Court verdicts must always be honored even if they do not appear to be sound, it may not be possible to avoid a prolonged discussion on the present judgment. There are quite a few issues that will need to be clarified.

To his admirers, Pakistan's Chief Justice Iftikhar Chaudhry is a hero whose relentless pursuit of a money-laundering case against the president is teaching a generation of the country's leaders a long-overdue lesson in respect for the law.

To his critics, he is a runaway judge in the grip of a messiah complex whose turbo-charged brand of activism threatens to upend the power balance underpinning Pakistan's precarious embrace of democracy.

Recently, Chaudhry made his boldest move yet by disqualifying Prime Minister Gilani as punishment for his repeated refusal to obey court orders to re-activate a corruption case against President Zardari.

Gilani's downfall marked a watershed in a long-running showdown between the judiciary and the government that has laid bare the institutional tensions plaguing a country that has test fired ballistic nuclear missiles, but has yet to agree on how it should be run.

"In practical terms, democracy is finished because the balance of power between the parliament, the executive and the judiciary has been ruined," said a senior member of Zardari's ruling Pakistan People's Party (PPP).

Judicial Coup
The military, which has ruled Pakistan for about half of its 65 years as an independent nation, has also not hidden its disdain of the Zardari government, but has made it clear it does not wish to seize power. And it has its own problems with Chaudhry's activism.

The present crisis has its roots in Gilani’s refusal to follow the Supreme Court’s 2009 order to request Swiss authorities to reopen cases of graft against President Zardari. On his part, Gilani has pointed out that the President enjoyed immunity from such charges. But the apex court had disagreed — having only recently overturned a 2007 presidential amnesty to politicians accused of corruption, from which Zardari and his late wife Benazir Bhutto benefited the most. Since then, an epic battle has ensued, with both institutions attempting to protect their own turf. Ultimately, in January the Supreme Court ordered legal proceedings against Gilani, and in April, the then Prime Minister was convicted for contempt of court. At the time, he was given only a token sentence with the apex court leaving it to the Speaker of the National Assembly to decide if Gilani could continue as prime minister.

The drama has been spiced by allegations of bribe-taking brought against Chaudhry's son by a billionaire property developer, who has himself been accused of land-grabbing and fraud. The controversy briefly put the stern-faced judge on the defensive before he regained the initiative by disqualifying Gilani.

The next chapter in the saga started when the Supreme Court holds its latest hearing in more than two years of legal wrangling aimed at forcing the government to re-open proceedings against Zardari.

Pakistan's political class is now transfixed by the question of whether Chaudhry will opt to pause in the wake of his victory over Gilani, or press home his advantage by demanding that Raja Pervez Ashraf, the new prime minister, reactivate the case.

Charges Against Gilani
Earlier on June 19, the Pakistani Supreme Court declared that Gilani stood disqualified as the prime minister since April 26, 2012 and ceased to be the premier since that date. The court punished with 30-second imprisonment. It also asked President Zardari to take steps for continuity of the democratic process, an apparent reference to the election of a new prime minister. Gilani was elected Prime Minister in March 2008 and has remained in that office longer than any other elected leader in the country’s history.

Capping approximately 30 months of bitter feud between the judiciary and the government, a three-judge bench headed by Chief Justice Chaudhry held that Gilani, “ceased” to be the prime minister from April 26, 2012.

Gilani was then convicted and sentenced for not obeying court orders to reopen graft charges in Switzerland against President Zardari.

Contrary to expectations that the PPP will back him to the hilt, the ruling party said it would abide by the verdict and set in motion the process of selecting Gilani’s successor.

The Election Commission also issued a formal notice disqualifying Gilani as a Member of Parliament, hours after the Supreme Court ordered it to do so. A session of the National Assembly or lower house of Parliament is likely to be convened for the formal election of the new prime minister.

The present verdict came in response to several petitions that had challenged National Assembly Speaker Fehmida Mirza’s decision not to disqualify Gilani following his conviction.

However, the timing of the judgment is definitely suspect as it comes only days after a business tycoon accused the Chief Justice’s son of accepting millions in bribes to swing cases. Also, the legal validity of the judgment has come under a cloud. References in the judgment, for instance, to two Indian court cases are largely misplaced.

New Cabinet
A total of 27 Federal Ministers and 11 Ministers of state were given portfolios. Hina Rabbani Khar and Naveed Qamar retained their portfolios of foreign and defense, respectively, in the new Cabinet, announced by Prime Minister Ashraf, which has some new faces. Most of the Ministers in Ashraf's Cabinet have been drawn from the previous dispensation of Gilani.

Hina retained the Foreign Ministry while Qamar Zaman Kaira, who had also filed his nomination for prime ministerial contest as a covering candidate, retained the Information Ministry. Qamar was again assigned the Defense Ministry.

Chaudhry Pervaiz Elahi, whose PML-Q party is a key ally in the Pakistan People's Party-led coalition, was again inducted as a senior minister and given the Defence Production and Industry portfolios.

Farzana Raja, a loyalist of PPP chief and President Asif Ali Zaradri, was among the new faces inducted into the Cabinet. She was given charge of the Benazir Income Support Programme, a scheme to help the poor.

The other members of the Cabinet include Makhdoom Amin Fahim (commerce), Arbab Alamgir Khan (communication), Nazar Muhammad Gondal (capital administration and development), Rana Muhammad Farooq Saeed Khan (climate change), Abdul Hafeez Shaikh (finance), Mir Hazar Khan Bajrani (inter-provincial coordination), Manzoor Wattoo (Kashmir affairs), Farooq Naek (law and justice).

Brief Profile
A strong loyalist of the Bhutto family, Ashraf hails from a family of agriculturists and remained in his occupation until he joined PPP of Rawalpindi in Punjab. Before joining active politics, 61-year-old Ashraf was an agriculturist and businessman by profession. He obtained his undergraduate degree from University of Sindh and did his diploma from UK in Industrial Management.

Ashraf, who was PPP cochairman Zardari’s second choice for the post of premier, became the main candidate after an arrest warrant was issued against party nominee Makhdoom Shahbuddin for alleged irregularities during his tenure as Health Minister.

Interestingly, Ashraf is facing a probe by the National Accountability Bureau for alleged corruption in rental power projects during his tenure as Water and Power Minister.

He was secretary-general of the PPP (Parliamentarians), a party formed in 2002 by the PPP for the purpose of complying with electoral rules governing Pakistani parties. The party contested the 2002 elections while former Prime Minister Benazir Bhutto was living in self-imposed exile.
Ashraf, who was elected to the National Assembly from Gujar Khan constituency in Rawalpindi district — both in 2002 and 2008 — served twice in the cabinet of Yousuf Raza Gilani, who was disqualified by the Supreme Court.

Ashraf resigned from Gilani’s cabinet in February 2011 after allegations of corruption in power projects. He returned to the cabinet in April 2012 when he was appointed minister for Information Technology. His candidature was backed by PML-Q, a major ally of the PPP with more than 50 seats in the National Assembly.

Tough Time Ahead
The new Pakistani prime minister not only faces corruption cases against him but is also considered an “insensitive” minister. He is accused of being solely responsible for Pakistan’s energy crisis. Instead of trying to find a workable solution to the worsening power supply problem, he has been making promises which he could never fulfill. It is surprising what made Mr Zardari choose him for heading the government as people have been protesting at different places over unending load-shedding, criticizing Ashraf for mishandling the situation.

Moreover, the new prime minister is also likely to face demands for reopening graft cases against Zardari from the Supreme Court.

Ashraf, who belongs to a royal family of Rawalpindi in Punjab, was elected in a two-way contest during a special session of Parliament after three other candidates – Shahabuddin and Qamar Zaman Kaira of the PPP and Jamiat Ulema-e-Islam chief Maulana Fazlur Rehman – withdrew from the race.

Zardari, a consummate political survivor, has already sacrificed Gilani in his determination to ensure the money-laundering case, which falls under Swiss jurisdiction and dates back the 1990s, remains closed.

While many Pakistanis are happy to see his unpopular government on the ropes, the pugnacious chief justice is facing a growing backlash from those who fear his court-room victories are being bought at the price of Pakistan's stability.

India will have to watch his moves as he has declared that he will try to do all he can to improve Pakistan’s ties with New Delhi. But will he have time for such moves when he has so much to concentrate on the domestic front.

Withdrawal of US Forces From Afghanistan May Put Pakistan at Risk

The tragedy of the Pakistani rulers and leaders is that while in power they say something and after being ousted from power they go abroad and their rhetoric undergoes a change. When Benazir Bhutto was the prime minister, she often issued "anti-India" statements and like her father, Zulfiqar Ali Bhutto, she had been harping on the Kashmir issue.
While in power she never uttered a world against hardliners and fanatic elements that dominated the whole of Pakistan. After losing power, she lived abroad on deportation. She would tell the media in the United States, the United Kingdom, and Dubai that normalization of relations between India and Pakistan was extremely imperative for peace in South Asia. Prior to the last elections in Pakistan when she returned home, she addressed foreign journalists and said she was extremely critical of militants, describing them as fatal for the region.

Present Pakistani President Asif Ali Zardari, during his foreign tours, made similar statements against the Taliban and other extremists. But when back in his country, he gives "anti-India" statements and blames India for terrorist activities and gives a clean chit to the main conspirator of the Mumbai attack, Hafiz Mohammad Saeed.

Former Pakistani Prime Minister Nawaz Sharif is the only Pakistani ruler who perceived the ground realities and took practical steps to improve relations between India and Pakistan and invited former Indian Prime Minister Atal Behari Vajpayee to Lahore. A resolve was taken to settle the Kashmir problem and other bilateral issues through talks. But Musharraf, who was the Pakistani Army chief, started the Kargil war and upset the peace efforts.

Support to Militant Organizations
Former Pakistani President Pervez Musharraf captured power through a military coup. He instigated the Taliban government in Afghanistan and extended patronage to Al-Qa'ida and other anti-India organizations during his term as Pakistan president. The attacks on the Jammu and Kashmir legislative assembly and the Indian Parliament were carried out during his term.

The Pakistani intelligence agency, Inter-Services Intelligence (ISI), extended full support to militant organizations and the Taliban in Afghanistan were provided directions by the Pakistani military officers. Then, Musharraf's intention was to achieve access to the Middle East via Afghanistan. Yet, his game was spoiled due to the 11 September 2001 terrorist attacks in New York and Washington. He was constrained to join the global war on terror when Bush reprimanded him. Under the UN pressure, he had to rein in militant outfits. But, even thereafter, Musharraf continued to play double games.

While the ISI and the Pakistani military bolstered the Taliban, organizations such as the Lashkar-e-Taiyiba went on with their activities by changing their names. Musharraf remained in a mode of denial of the existence of militant training camps on the Pakistani soil and the infiltration along the border with India, but simultaneously went ahead with bolstering militants. So far so, Musharraf received US aid to the tune of billions of dollars. It was during his term that the leaders of the United States and other countries of the world termed Pakistan as a nursery of terrorism.
Change of Power in Pakistan
Finally, in the wake of change in power in Pakistan, Musharraf had to flee to the United Kingdom and now the possibility of his return to Pakistan is ruled out. After meeting journalists in foreign countries, Musharraf has now realized the stark reality and in a statement in Washington recently, he said, "President Obama Barack administration has reportedly planned to withdraw forces from Afghanistan within a year but there is no truth in that.
For peace and stability in the region it is imperative to defeat the Taliban and the continued presence of the US forces is extremely essential to crush the Taliban there." It is the first time that Musharraf has spoken the right thing in no uncertain terms.

Taliban suicide attacks in Afghanistan are causing huge loss of life and property. If the US and North Atlantic Treaty Organization (NATO) forces withdraw from Afghanistan without the elimination of the Taliban and Al-Qa'ida, the very survival of Pakistan and Afghanistan will be jeopardized and peace and stability in the region will be shattered, thereby creating a serious threat to the whole world.

Pakistan Needs Inspiring Leaders Like Imran Khan

Few people like Imran Khan, former captain of the Pakistani cricket team and Tehreek-e-Insaf chief, have been born in this world. He stepped into the cricket ground and began his career as a moderate batsman. He played for a long time, but was unable to prove himself as a big batsman. Although Imran made his debut in international cricket in 1971, he was recognized as a cricketer in the 1976-77 series in Australia when he took 12 wickets and helped Pakistan achieve the victory under the captaincy of Mushtaq Muhammad.
In addition to Pakistan's success in this match, the world was introduced to a great future player. His batting also improved with time and was later included in the list of leading all-round cricketers in the world. Thousands of people across the globe became fans of Imran. He was able to win the 1992 World Cup for Pakistan under his captaincy. This was the pinnacle of his glory.

Launching Hospital for Poor
A new Imran was born after the success in the World Cup. He had seen his mother suffer from the fatal cancer disease. Imran was unable to save the life of his mother in spite of the fact that he deeply loved her. He pledged to himself at that time that he will make a hospital for cancer patients. The objective of this hospital was to serve the poor people, so that they can afford expensive health care facilities locally as they are unable to afford health care facilities abroad. Now, the rich and the poor are provided health care facilities in a uniform way, but the only difference is that the rich pay for the health services, while the poor do not pay anything.

Shaukat Khanum Memorial Hospital is a grand example of the ambitions of Imran. He worked day and night for the construction of the hospital. He was able to get the donations from all parts of the globe. Cricketers and artists (which included a significant majority of Indian artists) became part of his fund-raising campaign. Even, Lady Diana came to Pakistan on his invitation. The people living in Pakistan also did not disappoint their local hero. He was able to cash the status he had achieved throughout his cricket career in an effective way.

Charismatic Character
Imran had a charismatic character. The youth were mad after him. His fans were not restricted to Pakistan instead he had fans across the global. I remember that he was forced out of cricket for two years because of injury. On his return to cricket, an Australian daily published a headline on the first page stating: "He has returned to international cricket." No daily felt the need to mention the name of Imran in the daily headlines. The reason behind this was that Imran was as popular in Australia as he was in Pakistan. It was being said that during those days, Imran was the most popular cricketer in Australia after Don Bradman and Richie Benaud.

Thousands of young people in Pakistan opted to play cricket after watching Imran and they wanted to emulate their hero in the cricket field. Numerous talented cricketers came to the Pakistani team after him but no one was able to become someone like Imran. Many people would remember this very correctly that Pakistan had lost the semifinal of the 1988 World Cup to Australia in Lahore under the captaincy of Imran. The people were dejected after this defeat, but there was no protest. The cricket fans/viewers had their faith in their captain and they were aware that the team was defeated after a good fight. In addition, people may well remember that the house of the captain in the 1999 World Cup Cricket Championship was pelted with stones after the cricket team was defeated in the final at Lord's. It was the faith in Imran that people who were happy on the victory of the team were also able to bear any defeats.

Fund-Raising Campaign
The response retired cricketer Imran received after he began the fund-raising campaign for the construction of his hospital was not unexpected, but this proved to be the turning point in the life of the former captain. Imran decided to try his luck in the field of politics and jumped into the ground. A good captain makes his plan according to the conditions of the pitch.

The captain, who had a good understanding of the pitches in cricket, was unable to understand the "new pitch" after he stepped into the field of politics. Pakistan Muslim League-Nawaz (PML-N) bowled the "yorker" through the Sita White scandal and Imran, including his "complete team" was clean bowled. The beginning to his political career was nothing less than a dreadful dream. He had almost left politics after some of his close associates decided to relaunch him in politics. He entered into politics with new pride and honor, but he is still searching for success in this field.

Political Mistakes
Imran is sincere, hardworking, honest, inflexible, and possesses numerous other good characteristics, but there is a little problem with him as he knows politics as much as a politician is aware of cricket. A well-wisher of Imran after observing that his party will be unable to achieve any success in the coming elections suggested that Imran should boycott those elections. Imran did not pay any heed to this suggestion and the outcome of the elections was the same as feared by everyone.

The support of the referendum of General Pervez Musharraf is his second biggest mistake. I believe that his third biggest mistake was the boycott of the 2008 general elections. He should have fought the elections.

He had already committed a mistake in the past by not accepting the offer of seat adjustments given by Nawaz Sharif. His way of politics is very interesting as he boycotts general elections but does not feel any hindrance in taking part in by-elections. The outcome is the same on both occasions, i.e., his nominate candidates cannot win the general elections or the by-elections. Although, he is a believer that good things will finally come his way in politics.

The cancer hospital is a big achievement. The university in Mianwali is also a great accomplishment. If Imran would not have decided to come into politics and would have stayed in the health and education sector, he would have brought about a revolution in these areas. He possesses the capability to bring funds from abroad and he can even collect a lot of money if he does an appeal for funds at a local level. A big hero would have got the support of the entire country, but politics is a different sort of game. The people in politics have to even lose their "dignity and respect." The norm of mudslinging is already very common in our political culture. A decent candidate is made the target of such accusations that a person gets ashamed after listening to such statements. There is more disgrace than fame in politics. I think Imran would remember the PML-N's accusation campaign.

Inspirational and Positive Attitude
In the past, Imran oscillated between very close and very far from the Pakistan People's Party (PPP) and PML-N. Later, he began opposition to both these parties. Afterward, he again became very close to Nawaz Sharif and decided to boycott the elections with the PML-N and Jamaat-e-Islami (JI). The state of his emotions was such that he tore the order of the Election Commission in the public. Nawaz Sharif decided to contest the elections initially after the request of Benazir Bhutto and later on the demand of Nawaz Sharif. Although Imran fully supported the JI and decided to stay away from parliament. Imran continuously accused Nawaz Sharif of betrayal and became increasingly close to the JI.

Certainly, Imran Khan would not agree to this observation. He commonly appears on the television shows. He supports the idea of having dialogue with the Taliban. He demands the midterm elections to take place.

Imran as a cricketer, and a leader in particular, was one my favorites and I hope that Imran as a politician may also become one of my favorite politicians because of his inspirational and positive attitude that will help develop good relations with Pakistan, which often does not want to restore peace between the two countries in true sense of the term. But how is this possible? I am not aware of this thing. Probably Imran is aware of this?

Kerry-Lugar Bill and Pakistan

John Kerry belongs to the Democratic Party. He graduated in law from the Boston College and is married twice. He first married in 1970 and has two children. In 1988, he gave divorce to his first wife and married the wife of Senator John Haynes, who was killed in an aircraft accident, after mutual agreement. He is one of the leading members of the Democratic Party, and was first elected as a senator from Massachusetts in 1984. He is popular in the party for his beliefs and thinking about the world peace, particularly regarding the solution of South Asian and Middle Eastern conflicts. He was the Democratic Party candidate for 2004 presidential elections, but was defeated by Bush Jr. He played an instrumental role in getting Barack Obama to the presidency. The faith the US Administration, Senate, and Congress have in Kerry can be gauged by the way, in which the recent Kerry-Lugar Bill was unanimously passed in the legislative houses.

The other name with John Kerry is that of Richard Lugar who is also a senator. He graduated in economics and philosophy from the Oxford University in 1954. He served the US Army between 1957 and 1960. He was first elected as a senator in 1976 and he belongs to the Republican Party. He is still a senator and was elected in 2007 from Indiana. He is also going to contest the senate elections in 2012. If John Kerry is a central figure in the Democratic Party, Richard Lugar also enjoys the same status in his party. He is also member of numerous senate committees that include the foreign policy, African affairs, and subcommittees for West Asia, Pacific, Energy, Science and Technology, European Affairs, International Assistance, and Human Rights. He has worked in close association with Senator Kerry in drafting the bill.

Enhanced Partnership with Pakistan Act 2009
The real name of the Kerry-Lugar Bill is "Enhanced Partnership with Pakistan Act 2009". The founder of this bill is another senator Joe Biden, who is currently the US vice president. He was closely assisted by Hillary Clinton, who is now the secretary of state. Prior to becoming the president, Obama in the capacity of a senator also played a role in drafting the bill. Initially this was called the Kerry-Biden Bill as Joe Biden had presented this bill in the Senate on 15 July 2008. According to the US law, this initially came under discussion in the Foreign Policy committee. The committee was headed by Joe Biden. After discussion and deliberation, the bill was approved on 29 July 2008. After the approval, the new presidential elections campaign began in the United States. According to the US law, if a bill is not presented for discussion and voting in a congressional term, that bill is barred, the Kerry-Biden Bill also met with the same fate.

After the presidential elections, Obama became President, Biden became the vice president, and Hillary Clinton became the secretary of state. The Kerry-Biden Bill took the shape of a Kerry-Lugar Bill, which then had to be passed again through the Congress constitutional process. The debate began on 6 January and as usual it passed through foreign policy committee to the Congress to the Senate and then to the US President and the Pakistani people. Then, the debate on the language and text of the Kerry-Lugar took such a shape in Pakistan that the government, which was initially terming it a big success were forced to go in the defensive and were coaxed to present the bill in parliament.

Agreements and Financial Assistance Packages
If one goes through the history of the last six decades of agreements and financial assistance packages between the United States and Pakistan, one can easily say that one of these have been without any conditions attached to it. The fire of the US presidential debates has always been directed toward Pakistan. From the South East Asia Treaty Organization (SEATO ) and the Central Treaty Organization (CENTO) to the current Kerry-Lugar Bill, the Pakistani rulers have openly selling the independence and sovereignty of our country. The ruling class in Pakistan has always been fearful of popular groups as to them stability of the country is not dear and they prefer the stability of a particular class. In addition to the national wealth and resources, foreign assistance also goes to the coffers of the rulers, politicians, and corrupt government officials. The rulers have always flown with the tide, destroyed institutions, and have made personal decisions at the expense of the dignity and respect of the country. The parliament, senate, and other institutions exist, but everyone is aware where the decisions are being made.

Prior to the Kerry-Lugar Bill, whether it was General Ayub Khan, Gen Ziaul Haque or Gen Pervez Musharraf or the different democratic governments the United States has always been their source of help and guidance. During the Cold War era, the financial assistance received from the West and its leader the United States in the form of Pressler Amendment or other forms was not for the development of Pakistan instead it was given so that Pakistan could prevent access to the hot waters to the Soviet Union. Because of the close proximity of Pakistan to China and Russia, the geographical location kept Pakistan in the eyes of the United States. Previous military and economic assistance also had conditions attached to it such as restricting military arms usage against India or to stop the continuation of the nuclear program. Although until the US interest remained in the Soviet Union, the financial assistance certificates were being given to Pakistan. Hence, Pakistan continued with its nuclear program. During the Soviet invasion of Afghanistan, Pakistan achieved its nuclear objectives, which were practically displayed in the atomic tests 10 years later.

It is the habit of the United States that it carries numerous projects simultaneously. After the failure of the first, it starts the second project and, then the third, but it does not forget its objective. The objective to remove Dr Abdul Qadeer Khan from the scene was made during the first tenure of Benazir Bhutto. Although it failed then, it was continued by following democratic governments. This was finally achieved during the General Musharraf era when all blame of nuclear proliferation was thrown on him. The United States has always supported dictatorship as it is easier to achieve its objectives by dealing through an individual. Whenever patriotic spirit is aroused in a dictator he is removed from the scene. The example of General Ziaul Haque and General Ayub Khan is before us. Whenever democratic governments come after dictatorial rule, the United States starts projecting individuals. During the rule of Nawaz Sharif and Benazir Bhutto, when there is an opposition-government dispute or election of president or chief of Army staff, such confusions were raised through their agents in people who had the right to decide that they invariably made the wrong choice. As whoever they preferred instead of someone else, they were then responsible for dethroning them. General Zia removed Bhutto, while General Musharraf did the same with Nawaz Sharif.

War Against Terror
The United States has always been a similar feature in democratic or dictatorial governments. The present democratic tenure is also continuity in this trend. In the case of the Kerry-Lugar Bill, we could neither see the parliament, the political powers and the individual made all the decisions. In its conditions some is the language of the United States, while other language in the text is ours. The US target is the same nuclear facilities, which it tried to freeze during the Benazir government and later military eras.

Initially it used to keep its objectives hidden, but now it has openly stated it. After engaging the Pakistan Army in the war against terror and by giving the civilian government nonmilitary aid in the form of the Kerry-Lugar Bill, the United States wants to make sure that the Pakistan Army cannot use the military aid given to them in other resources. So, the Army becomes weak and they can move towards achieving their nuclear facilities objective. After the "9/11" incident, every day for the Pakistani people in this war against terrorism has become similar to "9/11". The US benefits are dear to Kerry and Lugar, why not?

Propaganda Creates Bitterness in India-Pakistan Relations

The India-Pakistan ties are not improving because leaders and bureaucrats on both sides are pursuing a doublespeak policy. Both are indulging in pseudo nationalism. Political leaders and officials are vying with each other in publicizing themselves as nationalists. Owing to this false propaganda, bitterness is created in relations between the countries.

Currently, the ruling party in Pakistan is engaged in starting such a campaign. All-out efforts are made to prove former Pakistani Prime Minister Benazir Bhutto a staunch nationalist. They are propagating that even during the reign of Benazir many anti-India conspiracies were planned. A former army officer has claimed that during the term of Benazir in 1990, the Pakistani Government had taken a decision that in the event of India targeting the Pakistan nuclear base, the Pakistani Air Force should get ready to attack the Indian nuclear installations.

Change in Pakistan's Mindset
According to a claim made by former Pakistani Army Chief General Mirza Alam Beg, that the then Pakistani Prime Minister Benazir Bhutto had, amid reports of an alleged plan by the United States and Islamabad to attack the Indian nuclear installations, issued these orders. The general also claimed that on the occasion of formation of the Islamic Democratic Alliance, Benazir had incurred huge amount of money in this connection. Such propaganda is being made in order to bring about a change in the mindset of Pakistanis about her.

As a part of this campaign, a section of former military officers and present political leaders are making a bid to prove that Benazir was a staunch nationalist and she preferred a huge number of tasks for the welfare of Pakistanis. While carrying out this campaign of false propaganda for presenting political leaders and bureaucrats as nationalists, no heed is being paid to the relations between the countries.

Sentiments of Common People
In India and Pakistan, no political leader and bureaucrat is considered a patriot unless and until some or the other act is performed to cause damage to the interests of each other's country. Through the statements being made in the wake of the assassination of Benazir, an attempt is being made consistently to project that she was a true nationalist and she formulated plans to teach a lesson to India. It is distressing to note that the so-called democratic leaders of India and Pakistan are not caring for the sentiments of the common people in this context. This campaign to slight the two countries is causing unrest in this region.

The media in the two countries is also not lagging behind. Reports are being carried in the media every other day wherein certain political leaders and bureaucrats of the two nations are being projected as Jihadis [crusaders]. The motive behind this drive is to instill hatred among the common people of the two countries against each other. The people are being misled through efforts to develop such a mindset on both sides.

Uncommon Advantage
The uncommon advantage is being derived by political leaders and bureaucrats of the two countries from this false propaganda. By encouraging such a psyche, the common people are being entrapped in the false concept of pseudo nationalism. It is in the wake of the pursuance of such a policy that the issue of relations between India and Pakistan is being utterly ignored.

The common people of the two neighboring countries are desirous of peace and friendship. The path of peace and progress can be opened through peace and economic development and prosperity. The real need is to stop false propaganda in both countries.

Pakistan At 62

August is a blessed month as 62 years ago a new Muslim country appeared on the world map in the form of Pakistan. The creation of Pakistan was nothing short of a miracle as it was created after thousands of sacrifices. When the time to get rid of the British rule in India came, Hindus began to think that they will now have the opportunity to rule Muslims.

According to the world acclaimed system of politics, democracy, Muslims would have been in minority, while Hindus would have fulfilled their dreams of ruling India as they formed the significant majority. This thinking of Hindus was gauged by the visionary personality of Allama Iqbal and he brought forward Qaid-e-Azam Mohammad Ali Jinnah for the leadership of the Muslim League. Thus, it was because of the efforts and pains taken by Qaid-e-Azam and the Muslim League that Pakistan was created.

Separate Homeland of Indian Muslims
After a period of seven years since the Pakistan resolution, Pakistan was created and hence the dream of a separate homeland for the Indian Muslims was fulfilled. After the creation of Pakistan, thousands of Muslims had to migrate from India to Pakistan. During this journey Hindus and Sikhs began killing Muslims and they did not even spare women, elderly people or children. The ones who were spared of their atrocities were able to reach Pakistan. This migration reminded us of the Migration from Mecca to Medina by the holy Prophet Mohammad.

A lot of people migrated to Pakistan just for the sake of Islam. The Pakistani people also replicated the Ansars of Medina and welcomed the Mohajirs with open hands; hence a new Pakistan began its life journey. The country was established for the sake of Islam, but it has largely remained the domain and politics of the Muslim cleric, chants of the opportunists and in the hearts of ordinary Muslims.

Basis of Ideology
The country was created for the sake of democracy, but it largely became subservient to the wishes of the Army, who ruled over the country for more than half the time since the existence of Pakistan. This country was established on the basis of an ideology, but it was broken down into parts. By losing Bangladesh, we allowed Indira Gandhi to critically state that she has dumped the ideology of Pakistan in the Arabian Sea and has taken revenge for being under the slavery of Muslims for years. The man who raised the slogan that "we will live here, while you live there" received a lot of appreciation for holding an Islamic Conference in the remaining Pakistan, while, in fact, it was organized to recognize Bangladesh. Politicians have always proven to be incompetent. That is why the Army gets an opportunity to come to power, however, the interesting thing is that the idea of municipal level democracy (basic democracy) has always been put forward by the Army generals, while the politicians have been wary of holding elections within their own party so that their dominance within the party does not wither away.

Derive Personal Gains
Religious cleric, generals, clerks, or politicians, and even every person working in any capacity have looted the country to derive personal gains. The way the country has remained into existence is nothing short of a miracle. Despite looting and incompetence, some good people have also come to this country and God has taken the desired work from them.

If you take the example of Ayub Khan among the dictators, he achieved a great feat by establishing a new city in the form of Islamabad and making it the federal capital, he built the Tarbela and Mangla dam, and he is credited for discovering the popular leader Zulfiqar Ali Bhutto. He used to call Ayub "daddy", although later he stood up against him and became a popular leader. Bhutto achieved the feat of flour and sugar shortage in the country and in addition, he did great damage to the country by nationalizing the domestic business enterprises and educational institutes.

Under the garb of feudalism, Bhutto raised the slogan of "Roti, Karpa or Makan" and made the common man stand in queues for daily commodities. Despite numerous faults, he had charismatic leadership abilities and is credited for creating political awareness among the masses. The 1973 constitution is an achievement of Bhutto and the will to create a nuclear weapon for Pakistan even if the citizens of the country will be made to have grass to sustain itself is another of his accomplishments. Steel mill, atomic program, the 1973 constitution, and giving the proletariat an identity are the achievements of Bhutto, but he was too hungry for power and this hunger led to the separation of Pakistan. If he would have allowed the assembly session after the elections to take place in Dhaka, Pakistan would not have split into two halves. The same lust for power forced him to commit the heinous crime of rigging the elections in September and General Zia-ul-Haq benefited from this stubbornness of Bhutto. Gen Zia was once the blue eyed boy of Bhutto, but once Gen Zia saw the opportunity he lunged on to power by pushing aside Bhutto. Despite being a dictator, Gen Zia showed good political acumen and he had complete control over the affairs of the country for a decade. Gen Zia tried to Islamicise the Army and shut down any alcohols dens in the Army to infuse the spirit of Islam in them. He became the heartthrob of the Muslim world by supporting Afghanistan in the war against Russia. After the death of Gen Zia, democratic era came back to the country, as Benazir Bhutto and Nawaz Sharif jostled for power between each other. The public became dissatisfied with these democratic governments and they also failed to complete the tenure of their respective governments.

Rule of Dictatorship
In Pakistan, democratic governments and military dictatorships repeated past mistakes, which led to their downfall. During the past decade, a military dictator came at the helm of power after sending Nawaz Sharif to exile. Apparently, he looked like a person who is a panacea to all ills in the country, but his actions have shown that he caused the most damage to the country as compared to other national rulers. Former President Pervez Musharraf prevented Nawaz Sharif from returning back to the country, he also benefited from the self exile of Benazir Bhutto. He experimented with new strategies that shook the foundations of the country. He washed in blood the whole area from Waziristan to Red Mosque, and sowed such seeds of lawlessness that his descendants are cutting the harvest.

Nawaz Sharif and Benazir Bhutto displayed exemplary understanding by apologizing for the past grievances and dispute between them and prepared a document like the charter of democracy. Although, this was not acceptable to fate and the antistate elements and they removed Benazir Bhutto from the way and when the time for Musharraf to leave power came he handed over the governance to people who are strictly adhering to his policies.

Numerous Ups and Downs
The past 62 years of Pakistan have witnessed numerous ups and downs, but the county was able to progress in the right direction, although at a snail pace. A dictator like Ayub Khan gave the country a new capital and dam projects, while a political leader like Nawaz Sharif constructed the motorway, laid down the foundations of the Gwadar port, and established new airports in Karachi and Lahore.

The creation of Pakistan was not an easy feat since it was not acceptable to both the British and Hindus. It was only acceptable to the supreme creator, God. Hence, God has taken the mantle of protecting this country. That is why false intentions of India have not been backed up with actions on the ground.

Nuclear and Missile Development
Pakistan may be in a pathetic state, but it was blessed to have a great scientist like Abdul Qadeer Khan. The nuclear program was initiated by Ayub Khan, which was ably carried forward by Bhutto and finally Nawaz Sharif carried out the atomic bombs in reply to those done by India. The missile capacity of Pakistan is even perceived as a threat by Israel, and Al-Khalid is also a much talked about missile in the world. Unfortunately corruption, nepotism, and the failure to adhere to merit standards have not allowed the institutions to properly grow in the country.

In the past few years, the media have also become mature and independent and they have started creating awareness in the public. The media played a frontline role in the lawyer movement against the maligned intentions of Musharraf and now the judiciary has become an independent and important institution that is playing a key role in the country. It is hoped that this process of awareness will continue and the common people will be more honest and responsible in the selection of its elected representatives. As a result of this the institutions in the country will strengthen and hence the country will become more powerful.
